Assess regulatory requirements — Consultant will compile regulatory constraints <br /> associated with the project, particularly US Environmental Protection Agency and <br /> State Water Resource Control Board Division of Drinking Water. <br /> e. Conduct initial threat risk assessment—Consultant shall perform the following: <br /> i. Assess threats for likelihood and consequence to the utility per EPS <br /> qualitative model (likelihood of daily or more often to 100 years, <br /> consequsnce of minor to high-level serious). <br /> ii. Focus effort on the threats with reasonable likelihood and consequence of <br /> occurring, likely the four highest-risk threats. <br /> iii. Estimate the duration of water supply outages for each threat to be <br /> conside�ed. <br /> f. Project scope memo— Consultant shall draft and submit a project scope memo <br /> defining the project from all of the information gathered and any follow-up <br /> questions and answers developed by the project team. <br /> g. Deliverables: <br /> i. Consultant shall submit draft and final project scope memos <br /> ii. Meeting minutes, site measurements and photographs, and all data <br /> collected will be used in subsequent reporting and project documents <br /> Part 2: ERP Development <br /> After document review and discussions with Redwood City staff, Consultant shall develop the <br /> ERP according to the following: <br /> 1. Review critical sites for emergency vulnerabilities <br /> a. Consultant will draft property protection protocols <br /> i. Incorporate ASCE/AWWA Guidelines for the Physical Security of Water <br /> Utilities, California Waterworks Standards, Section 64560 <br /> b. Consultant shall develop system element shutdown and isolation procedures, <br /> and equipment tables. <br /> c. Consultant will create an alternate water resources, emergency equipment, and <br /> chemical supplies plan. <br /> i. Incorporate alternate personnel resources as needed <br /> 2. Consultant will develop emergency scenario plans for staff and affected public. <br /> Emergency scenario plans will address: <br /> a. Evacuation routes and exits <br /> b. Assembly areas and accountability <br /> c. Shelter <br /> d. Emergency equipment <br /> e. First aid <br /> 3. Consultant shall develop an emergency communications plan to comply with California <br /> Health and Safety Code, Sections 116460, 116555 and 116750. The plan will address: <br /> a. Chain of command <br /> b. Contact list <br /> c. Water outage notices <br /> d. Internal and external communication protocols <br /> e.
