<br /> 8. STAFF REPORTS <br /> A. Report on Proposed City Building Improvements (802-02) <br /> REPORT: COMMUNITY DEVELOPMENT DIRECTOR, FEBRUARY 11, 1993 <br /> City Manager Everett described the presentation tonight as the beginning of <br /> a process to look at possible building improvements, and described the <br /> subject report as a compilation of many reports done over the years with <br /> additional current information. <br /> Community Development Director Pawloski presented the staff report <br /> describing the five building projects proposed in the report: new community <br /> center at Redwood Shores; new maintenance facility at Redwood Shores; <br /> remodeled or new Red Morton Center; addition to Fair Oaks Library; and <br /> remodeled or new City Hall and old library. Mr. Pawloski described phases <br /> of design and construction; magnitude of costs of each of the improvements; <br /> which funds would be used to pay the estimated $14 million projected <br /> construction costs for the five building improvement projects; and the <br /> legally mandated improvements to City Hall that must be done to be in <br /> compliance with the ADA. <br /> The following people addressed the Council: <br /> Ed Bailey, member of the Fair Oaks Community Center Advisory Board, spoke on <br /> behalf of a much needed addition to the Fair Oaks Library; <br /> Bonnie Miller, Chairperson of the Fair Oaks Community Center Advisory board, <br /> also spoke in favor of a much needed Fair Oaks Library expansion; <br /> Delores Haber, Canyon Road, asked Council to consider improvements to Canyon <br /> Road; <br /> Dave Anderson, City employee, Chapter Chair, SEIU, Local 115, asked Council <br /> to work together with the union to overcome the current impasse; <br /> Daniel Burton, City employee, SEIU, Local 115, asked Council to eliminate <br /> the current inequities and pay City employees prevailing wages; <br /> Beth Winters, Field Representative, SEIU, Local 115, advised Council that <br /> the $3 million being returned to cities in California from the Public <br /> Employees Retirement System was earmarked by the legislature to be used to <br /> prevent layoffs and to rehire laid off employees and that the refund <br /> represented employees contributions. <br /> After discussion between Councilmember Greenalch and Beth Williams regarding <br /> the source and purpose of the PERS refund, Councilmember Greenalch asked <br /> staff to research whether the original contributions were from employees or <br /> employers. <br /> MEMO 3/2/93 <br /> <br /> MINUTE BOOK NO. 51 Regular Meeting Minutes <br /> March 1, 1993 <br /> Page No. 334 Page 5 <br />
