Councilwoman La Berge advised that in an effort to reduce City expenses due to the state's budget crisis, the budget for the quarterly newsletter was reduced from $40,000 to $20,000 (excluding postage). Bids were solicited and the seven bids received were reviewed by a committee of former journalists. The committee is recommending Ellen Bonsall to do the writing, City employee Mark Milakovic to handle the production, and Waller Press to do the printing and mailing. Councilwoman Gasparini reported on the actual costs and savings, the possible options, and described the suggested format. Councilwoman Gasparini described Option 1 being recommended to the whole Council, with four (4) issues mailed to all residents at a cost of $25,840 excluding postage. Councilman Claire asked about the progress of Cable TV to provide a local government access channel to each of the cities in the JPA which could be used to disseminate the information that is proposed to be included in the newsletter. City Manager Everett described the current negotiations being conducted through the JPA. Councilman Claire asked that the Council be updated on a regular basis. MEMO 4/6/93 Councilman Sanfilipo suggested the newsletter become part of the Parks and Recreation catalogue or be sent in the water bills as a cost saving measure. Councilmembers responded to Councilman Sanfilipo's comments and described the different audiences for the two publications; the need for direct communication with all the residents of Redwood City; water bills do not reach everyone; and the two publications were combined at one time but it turned out to be an unsatisfactory arrangement.
