<br /> Housing Coordinator Debbi Jones-Thomas described the concern the Council <br /> had expressed about the siZe ófþotential relocation payments under <br /> Ordinance No. 2048 which could rise to a maximum of $32,000. The <br /> recommendation in the proposed guidelines was for a cap of $5,250 for <br /> relocation assistance, plus $300 moving expenses and $200 dislocation <br /> allowance, for a total of $5,150, but would allow the Council to offer <br /> greater assistance if criteria to do so was established. This relocation <br /> program would only apply when a person or persons were forced out of <br /> their homes due to abatement or residential property changed to other <br /> use, and they would become homeless without financial assistance. The <br /> City would administer this program, but relocation costs would be the <br /> responsibility of the owner of the property. Funds would be advanced by <br /> the City if the owner was not forthcoming, and the City would then take <br /> action against the owner for reimbursement. Housing Coordinator <br /> Jones-Thomas described the programs and formulae based on affordability <br /> administered by the state and federal governments for dislocation <br /> resulting in payments, depending upon certain conditions, between $11,000 <br /> and $26,000; and the national federal average is currently between <br /> $12,000 and $14,000. <br /> In response to Council questions, Housing Coordinator Jones-Thomas <br /> described the County Section 8 housing subsidy program; how relocation <br /> payments are made; and the likelihood of cooperation from owners whose <br /> property had been the subject of abatement. <br /> Councilman Claire described the experience with relocation of tenants <br /> from the A-I Motel that led to Ordinance No. 2048. <br /> In response to a suggestion that staff prepare new guidelines with a <br /> higher limit, Mayor Buchan advised that action was needed tonight to <br /> assist a tenant who had been homeless due to abatement since December. <br /> City Attorney Schricker described the process for taking action tonight. <br /> MIS: CLAIREIGASPARINI DECLARING THAT AN EMERGENCY EXISTS AFFECTING <br /> THE HEALTH AND WELFARE OF A RESIDENT OF REDWOOD CITY AND PLACING ON THE <br /> AGENDA THE ADOPTION OF THE IMPLEMENTING GUIDELINES REGULATING RELOCATION <br /> OF DISPLACED PERSONS PURSUANT TO RELOCATION ORDINANCE NO. 2048. <br /> MOTION CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 93-049 <br /> Councilmembers and staff discussed the appropriate amount for assistance: <br /> the proposed $5,150 cap was too low and the previous amount of $32,000 <br /> was too high.
