2 <br /> <br />Municipal Update <br />Municipal Goal: The municipal CAP goal is to reduce GHG emissions from municipal <br />operations to 15% below 20051 levels by 2020, which is in line with the State’s GHG <br />reduction goal established by AB 32 (California’s Global Warming Solutions Act of <br />2006). <br /> <br />GHG Inventories for Municipal Operations: Government operations account for <br />approximately 1%-3% of total communitywide GHG emissions. To monitor these <br />emissions, the City conducts GHG inventories for municipal operations every 5 years <br />and has completed inventories for 2005 and 2010 to date. The City reduced GHG <br />emissions from municipal operations over 20% between the 2005 baseline year and <br />2010. Attachment 2 highlights some of the City’s major efforts implementing energy <br />efficiency measures in buildings, improving fleet fuel efficiency, reducing solid waste <br />generation, and installing more efficient public lighting between 2005 and 2010. <br /> <br />2015 Progress: Major accomplishments in 2015 came in the areas of renewable energy, <br />LED street light replacements, transportation data collection, and organics collection in <br />municipal facilities. The table below provides an update for 2015 on the municipal CAP <br />measures. <br />Municipal CAP Measures 2015 Progress <br />1. Municipal Facilities <br />Energy Efficiency Audit <br />and Retrofit (MUNI EE) <br />- Participated in the countywide Community Choice Energy <br />initiative throughout 2015 <br />- Approved Peninsula Clean Energy on February 22, 2016 <br />2. LED Street Light <br />Replacement (LED) <br />- Installed approximately 58% of 2,600 street lights targeted for <br />LED replacements, with additional retrofits scheduled for 2016 <br />3. Renewable Energy for <br />Municipal Facilities <br />(RREP) <br />- Completed and interconnected a solar installation at Red Morton <br />Community Center in March 2016 <br />4. Municipal Employee <br />Commute Program <br />- Coordinated with County staff to collect data for the annual <br />National Bicycle and Pedestrian Documentation Project <br />- Collected data and received designation as a “Bicycle Friendly <br />Community” from the League of American Bicyclists <br />- Promoted Commute.org and Silicon Valley Bicycle Coalition spring <br />and fall employee commute campaigns and Bike to Work Day <br />5. Solid Waste Diversion - Developed and began rolling out employee education and <br />organics collection program to bring City in compliance with new <br />State regulation AB 1826 <br /> <br />1 15% below 2005 levels is estimated to be equivalent to 1990 levels in accordance with AB 32 <br />4.B. - Page 2
