3 <br /> <br />Strategies and Recommendations: <br />The following municipal measures are recommended to assist the City to continue to <br />meet the 2020 GHG reduction goal. <br /> <br />· Participate in the 2016 PG&E SMART program for municipal facilities’ energy <br />audits and efficiency upgrades (no cost to City) <br />· Continue next phase of LED street light replacement program <br />· Consider opting in to the highest renewable product offered by Peninsula Clean <br />Energy for all municipal accounts <br />· Continue promoting annual employee commute incentive programs and events <br />· Continue employee training and organics collection program for all City facilities <br />· Consider forming an employee Green Team to encourage environmentally <br />preferred purchasing and implementing zero waste measures in City operations <br />Communitywide Update <br />Communitywide Goal: The communitywide CAP goal is to reduce overall GHG <br />emissions to 15% below 2005 levels by 2020. <br /> <br />Communitywide GHG Inventories: The City conducted a 2005 baseline Communitywide <br />GHG inventory and completed follow-up GHG inventories for 2010, 2011, 2012, and <br />2013. Communitywide GHG emissions decreased almost 10% between 2005 and 2010, <br />due in part to more efficient vehicles on the road, fewer vehicle miles traveled during the <br />downturn in the economy, and increased solid waste regulation. <br /> <br />With the upturn in the economy, transportation emissions rose sharply in 2011, resulting <br />in higher total emissions for the City than in the previous year. Overall emissions <br />trended down again in 2012 and 2013, resulting in a 4.7% decrease in total emissions <br />between 2005 and 2013. Notably, if the current trend continues unchanged, the City’s <br />2020 reduction goal will not be met. Attachment 2 highlights significant measures the <br />City has taken to reduce its communitywide emissions. <br /> <br />2015 Progress: Major accomplishments in 2015 for communitywide CAP measures <br />came in the areas of hazardous waste collection, solar permitting and incentives, <br />energy efficiency marketing, recycled water provision and certifying Green Businesses. <br />The table below provides a progress update for 2015 on the communitywide CAP <br />measures. <br /> <br /> <br />4.B. - Page 3
