DIVISION OF HIGII' AYS REQUEST CANCELLATION OF TAXES ON TI- EE PARCELS. Councilman Herkner moved that the request be granted, seconded by Councilman Saillers and carried. ROBERT '�TILHELY REGARDING PROPOSED BRIDGE AT R?!;AR OF ,:ZLLIE'S ALUIDTI. In regard to the bridge to the rear of Willie's Alumni, located on James Street, the request of the City Engineer has been submitted to the "o" Lessees. wow Following are their decisions on the request: 1. They are willing to construct a fence to give maximum safety to the users of the bridge. 2. They are willing to allow any and all persons to use the bridge. 3. They are willing to provide adequate insurance to cover any public liability for use of the bridge. WMW 4. They are not willing to pay the rent of three parking meters located on the parking lot opposite the entrance to the bridge. The City Engineer stated that there were a couple of items that are not mentioned above and must also be agreed to. The traffic Committee recommended the following also: Owner should provide adequate floodlighting on the rear of the building adjacent to the foot bridge and creek in order to eliminate the hazard to pedestrians. A jubli.c easement should be granted to the City, by all property owners whose buildings face on James Avenue, to guarantee public access to.the rear entrances of all of these buildings from this foot bridge. An agreementshould be entered into between all owners of property facing on James Avenue and the City, guaranteeing that easements and foot bridge will be maintained for public use, said agreement and easements to be recorded as an obligation upon all future oNmers of the affected properties. This was followed by discussion in regard to the moving of the three parking meters to Franklin Street, the possibility of installing parking meters on the entire block of Franklin Street between James and Jefferson Avenue, and establishing a loading zone on James Avenue, Councilman Britschgi moved to have ..ref the three parking meters in question removed and installed on Franklin Street and permission be granted for the foot bridge, seconded by Councilman Spillers. The City Attorney stated that the letter did not state that permission had been given to public access at the rear entrances of the buildings in the area. Councilman Britschgi moved that permission for the bridge be granted as per the Traffic Committee's recommendation with the exception of recommendation number 2. Councilman Herkner recommended a change that a block of meters be moved to Franklin Street from James Avenue. P;Iayor Royer suggested that this be turned over to the Traffic Fact Finding Committee. Motion carried. Councilman Herkner moved that the Traffic Fact Finding Committee study the proposal of additional meters on Franklin Street in addition to the three meters which will be transferred and a recommendation as to how many meters should be installed, seconded by Councilman Stout. The motion carried on roll call with Councilmen Britschgi and Spillers voting NO. C01` IIUNICATION FRQA DIVISION OF HIGH AYS REGARDING PROPOSED TRIP29NG OF EUCALYPTUS TREES IN THE VICTNTTY OF ..w INOODSIDE ROAD AND GORDON STREET. They acknovrledged our letter transmitting a petition from property owners in the vicinity of VToodside Road and Gordon Avenue f or the removal of eucalyptus trees or f or the reducing of height. This matter is now being investigated and the Council will be advised further in the immediate future. This did not require any Council action. The letter will be filed with the City 044 Engineer.
