<br />The Engineer's Estimate, based upon a preliminary estimate submitted by one of the bidders was $9,400.
<br />The City Manager, in his letter, stated that the combined law bids of the San Francisco Bridge Company,
<br />in amount of $59,752 for dredging, and Oscar C. Holmes, Inc., in the amount of $23,560 for levee construction,
<br />total the sum of $83012. The bids were submitted for the Council's consideration. Councilman Herkner
<br />moved to refer this to the Old Yacht Harbor Committee. This was followed by discussion as to the availability
<br />of money and whether or not this should be referred to the Old Yacht Harbor Committee which included W. W.
<br />Hilton and others or just refer it to the Council Yacht Harbor Committee. Councilman Herkner restated his
<br />motion to refer this to the Old Yacht Harbor Committee with no action except to report back, seconded by
<br />Councilman Granger who asked that it be referred to the Yacht Harbor Committee, they to have the right to
<br />call in the Old Yacht Harbor Committee for recommendation, motion carried.
<br />CITY MANAGER REPORT REGARDING CIVILIAN DEFENSE. The following report was submitted by the City Manager:
<br />Pursuant to the Council's request, Mr. Harry Koch, San Mateo County Civil Defense and
<br />Disaster Director, has been contacted regarding Redwood City's participation in civil defense
<br />and disaster activities.
<br />Mr. Koch advised that the dounty was in the process of reorganizing Civil Defense
<br />activities, and made suggestions as to Redwood City's participation in connection with the
<br />county wide plan when it is completed.
<br />Mr. Koch also reviewed Redwood City's civil defense organization as established by
<br />Ordinance 665 and Resolutions 1006, 1021, 1037 and 1393, which he considered adequate
<br />until such time as the county wide plan has been put into operation. He did not recommend
<br />the creation of a new position, or the employment of any additional personnel by Redwood City
<br />at this time, since transportation.has been assigned to the City Engineers communications
<br />to the Fire Chief, and the police department is training a large police reserve, which in
<br />Mr. Koch's opinion provides an adequate skeletal organization.
<br />Councilman Granger stated that he had made a motion sometime ago directing someone to do something and
<br />he did not like having tow ait so long before getting an answer. He referred to the matter of having
<br />the Administrative Assistant contacting Stanford University about having a part --time student work on
<br />Civilian Defense. The City Manager stated that he was of the opinion that Redwood City has done everything
