This was followed by a very heated discussion after which Councilman <br />Stout moved that the report be filed. Councilman Weiss stated that the call for a report was in order, <br />however, he believes that is not appropriate for him to get into a squabble when the Department Head did <br />what he was asked to do and he should not have been rebuked in public. Councilman Granger stated that this <br />Imo^ Committee made a recommendation to the Council and this was,approved and if this was done and a report <br />ifto brought back then he would never have brought the matter up before the Council. Councilman Stout stated <br />that he had moved that the report be filed. His motion was seconded by Councilman Weiss who added that <br />the report be made a part of the record. The motion carried. <br />FIRE MARSHAL REPORT REGARDING VETERAN'S SERVICE BUILDING, WARREN AND STANDISH STREETS. An inspection was made <br />r" <br />of the above building at the request of the Recreation Department and the following conditions noted: <br />Building is one story and located in Fire Zone No. 2. <br />Foundation is concrete piers throughout ....... 2805A U. B. Code <br />Exterior finish is wood rustic -and painted .... 1603B U. B. Code <br />Roofing is ooinpositiorl shingles. <br />One meeting hall is approximately 21 x 361 with a locker room. Interior finish is <br />plaster and egress is through double doors opening onto 9 x 271 entry hall. <br />Kitchen area approximately 151 x 181 with interior finish T & G wood siding. This <br />should be a 1 -hour fire resistive room. <br />Egress is one door to entry hall and door to rear porch. <br />Entry hall is 91 x 271 with rest rooms for both ladies and gentlemen. Corridor walls <br />and ceilings shall be of not less than 1 -hour fire resistive construction... 3304 E & G <br />Interior finish is plaster. Exterior double doors equipped with panic hardware. <br />Main meeting Hall is approximately 361 x 511 with 91 x 201 stage and locker room. <br />Interior is T & G wood finish throughout. Egress is through two double doors equipped <br />with panic hardware. <br />Attached to main structure are rest rooms for use of those in sourrounding play area. <br />The whole interior and exterior of the building should be 1 -hour fire resistive construction throughout . <br />This building should comply with the 1952 edition of the Uniform Building Code. <br />The general condition of the main structure is in poor condition due to Te, improper maintenance and <br />lack of necessary repairs. <br />Mayor Royer stated that he had asked for this report because the Council approved use of the building for <br />a Nursery School and this report was in conjunction with the renting of the building without any repair <br />work to be done by the City. They were attempting to find out if this building waw safe enough to rent out <br />for use as a school building. Fire Marshal Asvos stated that he would have a more complete report next <br />week. He explained to the Council to matter of one hour fire resistant walls which would be needed. Agenda, <br />June lith. <br />PLANNING COMMISSION RECOMMENDATION ON THE MATTER OF THE FINETTI VIOLATION (VIOLATION OF BUILDING CODE AND ZONING <br />ORDINANCE) AND COMMUNICATION FROM LOUIS DEPAOLI, JR. REGAR')ING COUNCIL ACTION AGAINST JOHN FINEETI. The <br />Planning Commission agreed that they will work out a resubdivision oR his property, but on review, the <br />Planning Commission feels that the complaint for the violation should,,stand because of the flagrant nature <br />of the offense. The Clerk read Mr. Depolits letter. Mr. Depaoli addressed the Council and spoke at some <br />length with regard to what could happen when a criminal complaint was issued and taken into court. He <br />asked the Council to consider this before issuing a criminal complaint. <br />�..t Cit Attorney Currie stated that the Council could ask him to <br />Y Y prepare a complaint or not to prepare a <br />complaint. The other alternative would be if the Council feels that the violations were not severe enough <br />to warrant a criminal complaint then they could publicly reprimand Mr. Finetti. This was followed by a very <br />PWO lengthy discussion in regard to the violations which were committed. Councilman Stout moved that this be <br />60 held over for one week with full recommendation and report to be turned over to the Council. Councilman <br />Weiss seconded the motion with the addition that the information be given to the Council at least 72 hours <br />before the Council meeting. City Attorney Currie stated that he will no make a recommendation but he*ill <br />give a legal report. Planning Commissioner Mac Donald spoke on the subject and stated the Planning Codmiss- <br />ionts feelings in the matter and he further added that they either have to condone the situation or issue <br />a complaint in regard to violations of the City Ordinances.
