The Clerk read the following area: <br />We have just completed a review of the loss experience under the above captioned policy and are <br />pleased to enclose an exhibit in accordance with the retrospective agreement which you entered into <br />under the terms of this policy. <br />As a result of the positive safety program which has been advocated by the Council and carried <br />out under the able supervision of your administrative Safety Committee and Department Heads, you have <br />earned the maximum return premium in the amount of $7,500.00. <br />We are indeed pleased to enclose herewith the Hartford Accident and Indemnity Company check <br />No. 102114 in the amount of $7,500.00. <br />We sincerely hope this return will be the means of encoraging a continuation of your very <br />effective Safety Program. <br />The Mayor complimented the department for their efforts in regard to the Safety Program. <br />6Z <br />RECOMMENDATION FROM THE PERSONNEL BOARD REGARDING SALARIES AND WORKING CONDITIONS. The following recommend- <br />ations of the Personnel Board were read: <br />1. SALARIES - - The Personnel Board is continuing to study the salary structure and may <br />recommend salary increases equivalent to a maximum of one step on the aggregate payroll. <br />2. OVERTIME - - A uniform policy is recommended for all City employees, providing time and <br />one-half or compensatory . time off, after authoriization 'of the City Managdr: <br />3. HOLIDAYS - - A uniform policy is.recommended for all City employeesj,.pvoviding the <br />same number of holidays for field employees as is now provided for office employees. Additionalltiy, <br />it is recommended that time and one-half be paid, or compensatory time off be allowed, employees <br />required to work on holidays which are not a part of their regular work schedule. It is felt that <br />this will result in improved employee morale. <br />4. VACATION - - Elimination of the Saturday charge and provision for an additional five <br />working days vacation for employees with over fiteen years accumulated service is recommended. <br />It is felt that this will result in improved employee morale. <br />5. SICK LEAVE - - Elimination of the Saturday charge, which, it is felt, will result in <br />improved employee morale, is recommended. <br />6. DISABILITY LEAVE - - Elimination of the Saturday charge, which; it is felt, will result <br />in improved employee morale, is recommended. <br />These recommendations were developed by the Personnel Board after studying salaries and working <br />conditions in cities of comparable size, and consultation with representatives of the Employees' <br />Association. Councilman Stout referred back to recommendation No. 1. He was of the opinion that <br />this paragraph should be held in abeyance until the Personnel Board makes a final decision. <br />Councilman Spillers moved that this be held for a study meeting, seconded by Councilman Herkner, <br />Councilman Granger wanted it understood that they were only going to study the report. Councilman <br />Weiss stated that he would like to go on record and stated that this was one of the most comprehensive <br />reports that has ever come before the Council. Motion carried. <br />CITY ATTORNEY RECOMMENDATION REGARDING TERMINATION OF LEASE BETWEEN THE CITY OF REDWOOD CITY AND THE MONARCH <br />ADVERTISING CORPORATION.
