1-79 <br />At the May 8, 1956 meeting of the Planning Commission, an application was made by Mausser <br />Electric Company for a permit to place some electric lights on a sign which, it further <br />developed, was located on City, owned property. Further investigation of the matter with <br />Mr. J. A. Brunings of Monarch Advertising Corporation disclosed that in 1947 a letter lease <br />was given to the predecessor in interest of Monarch Advertising Corporation, and that in <br />1950 the City accepted by receipt, illegally, ten years' advance rental, inasmuch as that <br />would make the total term of the lease thirteen (13) years instead of the maximum ten (10) <br />allowed by the Charter of Redwood City. <br />The original letter lease provided that it was terminable on sixty (60) days' notice by <br />the City. The property in question is now being discussed for trade with the State of <br />California for the property owned by the State of California, now leased by the City in <br />ir.. the corporation yard. <br />In view of the foregoing, it is the recommendation of this office that the Monarch Adver- <br />tising Corporation be notified, with Council approval, that the lease will be terminated <br />sixty (60) days hence, and that no permits of any kind -be given to any one to allow the <br />construction of any further improvements on City owned property in that area. <br />#Wft We do not have in our files any copies of the letter lease agreement signed by yourself, <br />but a search of your records in 1947 should disclose the letter lease arrangement, or <br />it should be on file in Ralph Dodge's office. At the time of termination it is suggested <br />that the unexpired portion of the rental paid be refunded to Monarch Advertising Corpor- <br />ation. <br />Yours very truly, <br />Chet Lebsack <br />Councilman Granger moved to accept the recommendation, seconded by Councilman Spillers and carried. <br />COMMUNICATION DIVISION OF HIGHWAYS WITH REGARD TO TRAFFIC CONDITIONS ON THE BAYSHORE HIGHWAY AT THE FIFTH AVENUE <br />- INTERSECTION ADJACENT TO REDWOOD CITY. The Clerk read the following letter which was a copy of a letter <br />sent to the board of Supervisors: <br />Reference is made to your Resolution No. 10406 and the discussion on May 15, 1956, with <br />Highway Patrol Captain Kennedy and Mr. O'Shea of this office relative to traffic <br />conditions on the Bayshore Highway at the Fifth Avenue intersection adjacent to <br />Redwood City. <br />A study has been made at this location and the accident record was reviewed. During <br />the past sixteen months 24 collisions were caused directly by northbound motorists <br />stopping or slowing down in the inside lane of the Bayshore to turn left, or having <br />turned left, colliding with southbound vehicles. In addition, there were six other <br />accidents which circumstances indicate might have been caused by this movement. <br />To signalize this intersection in a manner which would alleviate the left turn accid- <br />%NW ent hazard would require a costly channelization and it would take considerable time <br />to prepare plans, arrange for the financing, and let a contract for the work. In the <br />meantime, it is proposed to have the freeway section of the Bayshore tetween Bransten <br />Road and Marsh Road under construction this summer. Thus the construction of the <br />freeway would be under contract prior to the time a signal contract could be let. <br />We certainly agree that some action should be taken at this location as soon as poss- <br />ible, and as pointed out in the aforementioned discussion, it is felt that the elim- <br />ination of the northbound left turn off Bayshore would effect a reduction in the <br />accidents. This would cause a certain amount of inconvenience to the motorists who <br />make this movement, but in the interest of traffic safety the restriction appears <br />justified. <br />A similar situation exists at the Marsh Road intersection, though the record is not <br />as bad as at Fifth Avenue. <br />In view of the foregoing and in lieu fo a signal installation at the Fifth Avenue <br />intersection, it is our recommendation that as a safety measure pending completion <br />of the freeway, left turns from the Bayshore Highway be eliminated at the Nrarsh. <br />Road and at the Fifth Avenue intersections. <br />If you concur with this proposal, arrangements will be made to post 'No Left Turn"" <br />A,.., signs and pavement markings at these location and a 35 mph speed limit will be posted <br />during the freeway construction. <br />Very truly yours, <br />Be W. Booker, Assistant State Highway Engineer <br />Councilman Herkner moved approval of the proposal and asked that.a letter be sent to the Board of Supervisors <br />telling them of the Council's approval, seconded by Councilman Spillers. Acting Police Chief Moudakas <br />reported that he had received a telephone call from Mr. O'Shea and the County has already agreed tothe <br />60 <br />request. This was followed by discussion. City Engineer Jain questions the State in regard to this <br />because he did not believe that they had taken into consideration Annette and Haven Avenues. Motion carried. <br />COMMUNICATION FROM EMILY TESSENDORFF WITH REGARD TO FILTHY CONDITION OF SIDF,7ALKS ON EL CAMINO FROM CLAREMONT <br />AVENUE TO BROADWAY. In her letter, Mrs. Tessendorff complained about the filthy condition of sidewalks from <br />El Camino Real between Claremont Avenue and Broadway.
