Protpt action is necessary in order that the County can proceed <br />with the formation of new sewer maintenance districts. This decision is also necessary for the settle— <br />ment of Kensington Square Sanitary District rates to release charges which have accumulated and which <br />total some $1500. Councilman Herkner moved approval of City Engineer's recommendation., City Attorney <br />to prepare the necessary resolutions seconded by Councilman Weiss. Councilman Britschgi called attention <br />to the fact that this area had been considering annexation., and the increase in sewer rentals might r.r <br />result in hard feelings. It was thought that this might possibly be an incentive for the ar-a to <br />request annexation. City Engineer stated that the residents of the City were paying equally as much <br />when taxes on sewer disposal plant were considered. Motion carried. <br />FINAL PAYMENT B1RGE CLARK., VETERANS MEMORIAL BUILDING. Councilman Stout moved payment of final statement <br />amounting to $3,513.92, seconded by Councilman Britschgi and carried. .0W <br />COUNCILMAN STOUT discussed annexation and subdivision fees as covered in his three previous reports. He <br />again called attention to his suggestion that fees be collected for permits issured from 1950 date as <br />well as collected at time permit is issued. He commented on a recent article in the Tribune reporting <br />totals for new buildings, stressing his thought that several capital improvements were needed., and all <br />new residents should pay their share in order that property owners who have been paying taxes might be <br />relieve of some of the burden. Councilman Stout requested that a study meeting be called as soon as <br />possible. Mayor Royer stated that there were one or two items requiring immediate consideration <br />including budget studies. He promised a meeting as soon as possible to consider Councilman Strnzt's <br />proposals as well as the plan submitted by Councilman Weiss. Councilman Herkner requested a legal <br />ruling on whether or not fees can be retroactive against lots already in city., ruling to cover annexations <br />as well. mw <br />COUNCILMAN WEISS commented on the new parking lot calling attention to certain properties backing onto lot ..a► <br />and unsightly conditions. He then moved that the Building, Fire and Health Departments make inspections <br />to see if conditions warrant abatement proceedings. There was no second to this motion. Mayor Royer <br />explained that inspections had already been made at the request of property owners. Copies of these <br />inspection reports will be furnished to the Council. <br />COUNCILMAN BRITSCHGI stated he had been informed that furniture was being installed in houses in Farm Hills. <br />He was of the opinion that no homes would be occupied until the street was opened to Jefferson Avenue. <br />City Clerk was directed to check the minutes. Councilman Weiss stated that the Board of Fire^Undery- <br />writers suggested no building permits or construction be allowed until proper fire protection is installed. <br />Councilman Weiss was of the opinion this rule should be enforced. Water Superintendent Winter reported <br />that no service connections would be made until lines were fully tested. <br />PAYMENT OF CLAIMS: Councilman Stout moved payment of claims Nos. 19492 to 19628 totaling $107444.66, <br />seconded by Councilman Herkner and carried. <br />Councilman Stout moved adjournment to June 25, 1956, seconded by Councilman Herkner and carried. <br />Adjournment 10:30 P.
