Councilman TPleiss was of the oypiniou that something should be done in order to get this ordinance ready to have the salaries take effect by July lst. Councilman Granger spoke on the question and stated that theT did not, neer to rush into this and he was of the opinion that the salaries could be made retroactive. This was followed by discussion as to whether or not they,could make the salaries retroactive. REPORT 01; PROPOSED OVER—ALL TRAFFIC SU.R, Y. The Clerk read the following letters In line with the request made at a joint Council Traffic Committee Meeting, Mr. Faustman and our organization submit herewith our joint proposal for a joint traffic study: ,The responsibilities and functions of 11r. Faustman's organization would be as follows: 1. Develop the plan for operational controls and minor physical changes for improving traffic movement on the existing street system. These controls would include one— way streets, parking restriction, turn controls, channeli.zation, and minor changes in alignment. 2., Collaborate with the Hahn, Wise organization in the development of a long range major street plan. 3. Prepare a sufficiency rating system for the major streets. This rating, when combined with cost of improvements, gives a priority plan for implementing the major street system. The responsibities and functions of Hahn, Wise and Associates would be as follows: 1. Obtain all necessary traffic counts 2. Obtain all necessary turning movement counts 3. Make internal origin and estination study and analysis Li.. Gather all other necessary data for development of long range street and highway plan 5. Develop long range street and highway plan The responsibilities of the city would be, (1) To make available the probable cost of the proposed improvements; and, (2) to furnish postcards and addressograph for origin and destination study. Councilman Spillers moved that this matter be carried on the agenda for one week and be turned over to the Traffic Fact Finding Committee for a report, seconded by Councilman Stout. Councilman Stout asked that a copy of this report be mailed to each member of the Council. The motion carried. Councilman Weiss moved that the City Manager and City Planner make a report on how this effects the original report, seconded by Councilman Herkner and carried. .APPLICATION FOR "QUITE BUSINESS" SALE, EVCO OFFICE EWUIPMENT, 1808 El CAMINO REAL. They have filled the requirements of the ordinance. Councilman Britschgi moved that the application be approved, seconded by Councilman Spillers and carried. COUNCILMAN WEISS REPORT REGARDING PROPOSED AME-OMENT TO ORDINANCE TO ESTABLISH TIPS, PLACE AND NUMBER OF COUNCIL MEETINGS, ETC. Councilman vVeiss read the following report. Section 11 of our city charter provides that the council shall provide by ordinance for the time and place, etc* of holding meetings. So far as I have been able to ascertain Ordinance h241 June 5, 1939 is the last word on the question. The ordinance does no specify time but does indicate,the place. The charter provision requires a minimum of two regular meetings each month. We are operating on that basis, but because of Volume of buisiness to be transacted, some years ago the council decided to meet each week by adjourning the regular meetings as necessary to effectuate that practice. Because of the continuted growth of the community, it now appears necessary to meet every Wednesday in so W rJ m
