<br />After a thorough discussion of the proposed traffic study to be made by Mr. Faustman, and
<br />the street and highway plan proposed to be made by Hahn, Z'Iise and Associates, it was decided
<br />by the committee that the best approach to the problem would-be a breakdown of the responsi-
<br />bilities of each of the consultants in the preparation of their respective plans.
<br />Ir. Faustman and his organization propose to develop a plan for operational controls and
<br />minor physical changes for improving traffic movement on the existing street system. These
<br />controls would include recommendation, and minor changes in street alignment. In addition,
<br />!Ar. Faustman proposes to prepare a sufficiency rating for the major streets, which would
<br />enable the city to set up a priority system for making the proposed improvements.
<br />It was brought out in the discussion by the traffic committee that at least some of the
<br />proposals made by Mr. Faustman will be duplicated in the street and highway plan which is
<br />presently under way by Hahn, Wise and Associates, for the sum of :13,O00, which has been
<br />provided in the 1956-57 budget.
<br />The development of a long range street and highway plan by Hahn, Mise and Associates will
<br />include a major and secondary street elan, including a possible system of 6ne—Nay streets,
<br />recormnendations for traffic controls, _possible parking restrictions, as well as recommenda-
<br />tions for street widening, extensions, and proposed new streets. In accomplishing this plan,
<br />the consultant would necessaryily obtain traffic counts, origin and destination counts, and
<br />other data which woald be needed by Mr. Faustman in the preparation of his elan.
<br />It has been established that if the long range street and highway plan is completed prior
<br />to engaging the services of mr. Faustman for his recommendations on traffic controls, that
<br />a savings of approximately $2500 could be made. The reasoning behind this is that much
<br />duplicate work may be eliminated if Mr. Faustman is employed after it is determined how
<br />much material has been supplied in the proposed street and highway plan.
<br />It has been explained by Mr. Wise that his organization proposes to complete the land use
<br />plan about September 1956, and the street and highway plan azbout January 1, 1957•
<br />It is the recommendation of the traffic committee that no decision be made on retaining
<br />Mr. Faustman until such time as the City Council, Planning Commission and Traffic Fact -
<br />Finding Comrri.ttee have had an opportunity to review the results of the street and highway
<br />plan now being prepared by Hahn, Wise and Associates.

<br />Mayor Royer suggested holding this up until Larry Wise's report was turned in. Councilman Spillers
<br />moved to carry this on the agenda until November 1st, seconded by Councilman Herkner and carried.
<br />POO TRAFFIC FACT FINDING COMMITTEE RECOMMENDATICN REGARDING ELIMINATION OF PARKING 0I4 ',VEST SIDE OF EL CAMINO REAL
<br />L FROI.I NORTHERLY TO SOUTHERLY CITY LTIM ITS. It was determined that due to the width of El Camino Real, the
<br />eliminating of parking would. not afford an adequate full width traffic Ian.
<br />It is also pointed out that there is no tow away provision in the present raffic ordinance, and if one
<br />vehicle parked illegally in the restricted zone, the effectiveness of this plan would be defeated. The
<br />merchants in this area would also suffer a hardship if this plan were put into effect. The Committee,
<br />therefore, recommends against the elimination of parking during the peak hours on the west side of
<br />El Camino Real. Councilman Spillers moved approval of the Traffic Committee's recommendation, seconded by
<br />Councilman Stout and carried.
<br />TRAFFIC FACT FINDING COMMITTEE RECOMM TDATION REGARDING INDUSTRT.kL TRAFFIC. The Traffic Committee studied
<br />the matter of eliminating right hand turns off of Industrial Way into the Lenolt Tract upon completion of
<br />the Industrial Way project. This Committee will keep a close check on this project, and upon its completion,
<br />will recommend the necessary action to be taken to regulate the proper flow of traffic in the area.

<br />Councilman Spillers moved that the letter be filed, seconded by Councilman Britschgi. Police Chief
<br />Faulstich stated that traffic in Lenolt is being handled. The motion carried.

<br />The Council Minutes of April 23 show that our group had recommended that the City obtain
<br />surface rights from the San Francisco Water Department on lots 16, 1.7, 18, and 19, Block
<br />910 in Highlands of Emerald Lake No. 1, for future recreational use. The Council decided
<br />on April 23 to hold the above request in abeyance until our ccmeission had considered turfing
<br />the area on the East side of Carson Street, as this would also require San Francisco"Tater
<br />Department permission.
<br />Accordingly a committee was appointed by our groin and at out last meeting reported
<br />against turfing of the area in question for the following reasons: (1) the safety factor
<br />involved in having the children cross the,street to use the area; (2) the cost factor
