Councilman Granger moved that the letters be filed and the City to accept the Personnel Board recom- <br />mendationes seconded by Councilman Weiss. Councilman Weiss stated that he was of the opinion that one <br />additional day could be granted after 10 years until they reach the 15 year mark or 15 days vacation. <br />He feels that some thought should be given to this matter even if this means referring this back for <br />reconsideration by the Personnel Board. Councilman Weiss stated that he felt that the Council should <br />give consideration to this ndw and then later they could change the ordinance. The motion carried with <br />Councilmen Britschgi and Spillers voting No and Councilman Herkner being noted absent. <br />City Attorney Currie stated that the resolution was prepared and read for adoption. Councilman Weiss <br />offered RESOLUTION 2058 APPROVING THE FRINGE rsbmw-l•rS FOR EMPLOYEES and moved its adoption, seconded <br />by Councilman Granger and carried on roll call, Councilman Herkner being noted absent. <br />Councilman Stout moved that the Personnel Board be requested to consider the addition of one day <br />I <br />vacation after 10 years until the employee reaches 15 years and/or 15 days vaction, seconded by Council- 6.4 <br />man BritschAi. This was followed by discussion in regard to the benefits received in other cities in <br />the bay area. The motion carried. <br />DISCUSSION ON PARKING IAT NO. IV, PROPOSED CONDUIT nriiiLwi MIDDLEFIELD ROAD BRIDGE AND PLAZA CULVERT. City <br />Attorney Currie stated that unless two conditions are accepted, two of the property owners are unwilling <br />to proceed. These conditions are (1) removed the guard rail and (2) not have the hatch in the sidewalk. <br />From the City's standpoint, the City Attorney stated that they should not consider these conditions. <br />Mr. Currie stated that the estimated cost of $9,730 had been quoted which would figure out to approx- <br />imately $8.00 per square foot. The property owners are not anxious to proceed. City Engineer Jain stated <br />that if the concrete guard rail is removed it will be necessary to reconstruct approximately 101 of the <br />Culvert between the curb and the property line as the concrete guard rail is the pier which supports <br />the sidewalk and culvert in this area. There is some question whether the hatch in the top of the culvert <br />can be considered in the paved area beyond the curb to lack of head roam for this structure. It is <br />necessary to extend the double barrel culvert all the way to the h -itch in order for the hatch to be used <br />for removal of debris deposited against the center wall of the double barrel structure. He further <br />stated that the City would not be improving this property, and he recommended that considerable study <br />be given to this matter and that they consider tying this project in with the construction of Parking <br />Lot VI. This was followed by discussion. City Engineer Jain suggested leaving it open and line the <br />channel which would allow them access to clean out the channel in both directions. Councilman Weiss <br />was of the opinion that the property owners, City Engineer, Mr. Holmes and the Council hold a study <br />meeting to discuss this matter. Councilman Britschgi moved that this matter be turned over to the <br />Creek Covering Committee for a recommendations seconded by Councilman Weiss and carried with Councilman <br />Granger voting NO. <br />O ouncilman Spillers left the meeting at IW O6 P.M. <br />RESOLUTION OF PRELIMINARY DETERMINATION HILLTOP IMPROVEMENTS, EATON TO ALAMEDA. Councilman Weiss asked the <br />r.. <br />condition of the water mains in this area. City Engineer Jain stated that it is very poor but the City <br />can get by. The City can make arrangements with the California Water Company who have fire hydrants in <br />the area. Councilman Granger offered RESOLUTION 2059 BEING THE RESOLUTION OF PRELIMINARY DETERMINATION <br />ON HILLTOP IMPROVEMENSS,EATON TO ALAMEDA DE LAS PULGAS and moved its adoption, seconded by Councilman <br />Britschgi and carried on roll calls Councilmen Herkner and Spillers being noted absent. <br />RESOLUTION 2?60 WITHDRAWING HIGHLAND TERRITORY NO. 3, 4s 5 and 6, BRENSTER AVENUE RESERVOIR, MELEYCO TERRITORY, <br />MOORE TERRITORY AND MORRIS TERRITORY FROM EMERALD LAIC; LIGHTING DISTRICT was offered by Councilman <br />Britschgi who moved its adoption, seconded by Councilman Granger and carried on roll call with Councilman <br />Herkner and Spillers being noted absent. <br />
