Councilman Granger asked that this <br />also include all the necessary information with regard to Spruce Street. He was asked to make this <br />a separate issue. This was followed by discussion. Councilman Herkner withdrew the protion of his <br />motion in regard to the portion of the bond issue. Motion carried. <br />PUBLIC HEARING, HIGHLAND TERRITORY N0. 1. IMPROVEMENTS: Affidavit of posting, mailing and publication was <br />ordered filed. The purpose of this hearing is to consider protests, if any on the Resolution of <br />Intention to construct certain improvements in Highland Territory No. 1 and open bids for the work. Clerk <br />read a communication from 14. E. Bellmer, owner of Lot 22, Block 10, Highlands of Emerald Lake No. 1 pro- <br />testing the work and the amount of the assessment entatively estimated at $1190.59. Communication was also <br />received from the County of San Mateo regarding Lots 28 and 29, Block 908, assessment Nos. 125 and 126. <br />County acquired these lots prior to annexation to Redwood City for the purpose of improving site distance for <br />traffic on Jefferson Avenue. Deed to County contains restriction that property must be used for <br />recreational purposes and it cannot be sold or transferred. County connot justify payment of assessments, and <br />therefore are offering to execute a long term lease to the City for recreational purposes. This letter not <br />being classified as a protest, and there being no oral protests, Councilman Spillers moved close of <br />ri <br />hearing, seconded by Councilman Herkner and carried. Protests being less than 50%, Councilman Spillers <br />moved to overrule protests, seconded by Councilman Weiss and carried. <br />RESOLUTION NO. 2085 ORDERING STORK, HIGHLANDS TERRITORY NO. 1 was offered by Councilman Spillers who moved <br />adoption, seconded by Councilman Weiss and carried on roll call, Councilmen Britschgi, Granger and Stout <br />noted absent. <br />BID OPENING: Following bids were received: Engineer's estimate $204,638.lL0. <br />E.
