the Building Inspector has been instructed that no sewer connection would be allowed until the City <br />Manager stated that it was all right. Councilman Weiss moved an amendment that this be made a condition <br />on all.other ordinances that the Council be given a copy of all ordinances before intorduction. The <br />Mayor overrulid this amendment and stated that this was not a point of order. Councilman Weiss called <br />for an appeal of the Mayor's decision, which lost on roll call vote with Councilman Britschgi, <br />Granger, Herkner, Spillers, Stout and Mayor Royer voting N0. The Mayor then asked for a roll call on <br />the original motion. The City Attorney stated that he advised the Council to pass this intoduction of <br />the ordinance tonight so that the Council will have an effective control over the matter. He advised this <br />as the Council's legal advisor,and so stated his reasoning. If the Council waits, then this ordinance <br />will have to wait another week for intorduction. Councilman Granger withdrew his motion. <br />Councilman Granger moved that the ordinance be introduced tonight with the condition that this is not <br />being granted in favor of Oddstad Homes and is general in its application. This was followed by <br />discussion after which Councilman Herkner seconded the motion. The Mayor asked Councilman Spillers <br />if he would go along with the withdrawal of his second. Councilman Spillers stated that he did not <br />believe that it was necessary that the ordinance be introduced, and he would not withdraw his second. <br />The City Attorney ruled Councilman Spillers out of order. Councilman Herkner moved that the ordinance, <br />as drawn up the the City Attorney, be intoduced tonight, seconded by Councilman Weiss, The Council <br />was informed that there was already a motion on the floor and Councilman Herkner withdrew his motion. <br />This was followed by discussion after which Councilman Stout asked that the ordinance be read* The <br />City Attorney again recommended that this be intorduced tonight and adopted next week. The motion <br />carried an poll call with Councilmen Britschgi and Spillers voting NO. <br />Councilman Stout spoke about the study meetings on this matter and the fact that this was not present- <br />ed before the Council at,a regular meeting and made a part of the minutes. Her asked that the Council <br />go back and read all the correspondence and make them a part of the minutes. Councilman Stout moved <br />that the letters from Oddstad Homes, recommendationfrom the City Manager, recommendation from the City <br />Engineer and the original letter to the Council from the City Engineer be made a part of the minutes, <br />seconded by Councilman Weiss. The Mayor stated that the minutes of the study meetings will be made <br />available, however, they have not had sufficient time to get them out. A copy of this letter is enclosed for <br />your information - - its importance is self-evident. <br />We request that earliest possible consideration and hearing be given this matter. It was also requested that this main <br />be constructed before the opening of school at the Goodwin School so as to not block the <br />0 <br />
