BROPHY AS CLERK PRO#TEM DURING THE ABSENCE OF THE CITY CLERK was offered by <br />Councilman Spillers who moved its admption, seconded by Councilman Weiss and carried on roll call, <br />Councilman Granger being noted absent. <br />The Mayor asked Mr. Bropby to perform his first duty by writing a letter to Mr.. Dodge extending the Council's <br />best wishes for a seedy recovery. <br />PUBLIC HEARING, HIGHLANDS TERRITORY N0. 4 SEWER (Circle Road to Northerly City Limits) ASSESSMENT DISTRICT. <br />The affidavit was ordered filed. The Clerk read the letter protesting the engineering and incidental costs <br />of the sewage installation which was above the given estimate. City Engineer Jain explained the system <br />for charging the engineering expenses. The smaller the job the higher the percentage of the engineering <br />LAI <br />cost. He gave a breakdown of the incidental expenses. Mr. Miller stated that that was the information <br />they wanted. There was on other letter and that was from Robert C. Frazier who stated that the road was <br />left in a mess which should be corrected. The City Engineer Was asked to check this matter. There being <br />no further protests, written or oral, Councilman Spillers moved that the public hearing be closed, seconded <br />by Councilman Stout and carried. Councilman Spillers offered RESOLUTION 2120 CONFIRMING ASSESSMENTS AND <br />ASSESSMENT DIAGRAM FOR GHIHLANDS TERRITORY NO. 4 SEWER IMPROVEMENTS and moved its adoption, seconded by <br />Councilman Britschgi and carried on roll call, Councilman Granger being noted absent. <br />The Mayor explained to the people in the audience why the Planning Commission recommendation to rezone a portion <br />of Lot 19, Block 24.9 Sterling Highlands from an R-1 District to an R-4 District had been changed from its <br />scheduled hearing tonight to October 22nd. <br />Councilman Britschgi left the meeting at 8:25 P. M. <br />The Mayor informed the Council that the emergency ordinance had been overlooked when the agenda was made up and <br />he asked if they wanted to consider this tonight or hold it over for one week. Councilman Spillers moved <br />that the matter be conti.nued.:for one week and a copy of the proposed ordinance be sent to each council <br />member, seconded by Councilman Herkner and carried. <br />REAL ESTATE COMMITTEE REPORT ON BID OPENING ON SALE OF PROTION OF LOT 4v BLOCK 1, SUBDIVISION OF LOT 46 REESE <br />SUBDIVISION. The Clerk read the recommendation of the Real Estate Committee. Councilman Spillers moved <br />approval and acceptance of the Real Estate Committee's recommendation, seconded by Councilman Stout and <br />carried. <br />CITY ENGINEER REPORT ON FOOTHILL NATER PROBLEM. The City Engineer stated that he could not add anything more <br />than he had stgted before. They were requested by the Council to check this matter during the winter <br />months and report back to the Council at the first meeting in January, 1957. <br />CITY OF SAN CARLOS REPORT RELATIVE TO SAN -WOOD GOLF RANGE. The Clerk read the letter wherein it stated that the <br />Mayor of the City of San Carlos made a personal investigation: of the complaints registered by the residents <br />in the Redwood City area near the Golf Range and advised that such complaints were unfounded. Mr. Harold <br />Bafsky was with Mayor Willims at the time the investigation was made and agreed to install additional <br />netting which would be sufficient to alleviate any possible case for complaint. They do not feel that <br />there is any hazard to children going to school inasmuch as the majority of the activity at the Range is <br />during the evening hours. Councilman Stout was of the opinion that the investigation was in order, however,, <br />he did not believe the report was in line with the thinking of the people in the area. He believes that the <br />addition of the netting on.:,the fence is going to help. He did not know if this had been done yet so he <br />thought that the City should still check into this matter. The Mayor asked that someone from.the City <br />check that this work is being done. Councilman Spillers stated that he checked and they,had added some <br />netting. The people stated that they have added some netting, however, the balls still come over the fence. <br />
