58 <br />Councilman Britschgi moved approval of the City Manager's report, seconded by Councilman Stout and carried. <br />CITY ATTORNEY REPORT ON THE PROPOSED BRANCH LIBRARY. City Attorney Currie reported that the Superintendent <br />of Schools advised the Board is willing to lease a portion of the property located at Roosevelt School and <br />sign an agreement with the City, the City to construct the building on a site approximately 90' x 90'. <br />The property is available for $1.00 a year lease. <br />Councilman Britschgi moved that the City Attorney work out with the District Attorney a proper and <br />suitable lease and report back to the Council, -seconded by Councilman Jones. City Attorney asked if woo <br />the Council wanted him to prepare a form of lease. Councilman Stout was of the opinion that the City <br />Manager should contact a local architect to have tentative plans and specs made before the lease is <br />signed. Mayor Herkner was of the opinion that the Council should decide how much is to be spent and <br />W" <br />where,the money is coming from. Councilman Jones stated that the Mayor's suggestion should be made a <br />r.rr <br />part of the procedure and he suggested that the Council Committee report as to exact area, cost etc. <br />Motion carried. <br />CITIZENS POLICE BUILDING COMMITTEE RECOMMENDATION. The Committee recommended that a bond issue, not to <br />exceed $1503000, be placed on the ballot at the next City election tofinance this project. Councilman <br />Spillers moved that the City Attorney prepare the necessary papers for the April 10th election, <br />seconded by Councilman Jones and carried. <br />PUBLIC HEARING, PLANNING C011MISSION RECOMMENDED ADOPTION OF PLAN LINES BETWEEN VALOTA ROAD AMD MASSACHUSETTS <br />AVENUE. Affidavit of mailing was ordered filed. There were no written protests. Mr. E. Eiger, owner <br />of Lot 21, stated that the proposed plan lines would mean that the road would run through the living <br />room of their home. She wanted to know if the cost of the service road would be spread over the whole <br />area or if the property owners facing the service road would have to pay the charges. City Engineer <br />Jain stated that this would be paid by the property owners facing the road. This was followed by ^! <br />discussion. <br />Francis Britschgi, as a previous member of the Planning Commission, spoke in favor of the service road, <br />however, on behalf of his clients, he stated they do not need this service road. Gerald Wagstaffe <br />stated that his clients were in favor of the road going in provided that the City will approve commercial <br />rezoning for the area. Mrs. Vera Eskin spoke in favor of the service road and of the proposed plan <br />lines and stated her reasons for her stand on this matter, and she -further stated that she could see <br />no reason why this property should be rezoned to commercial. Councilman Royer moved close of public <br />�I <br />hearing, seconded by Councilman Spillers and carried. <br />Councilman Stout stated that he could not see the need for a service road in this area at present time, <br />the state plan lines should suffice for -the present. Councilman Stout moved that the Council reverse <br />the Planning Commission's recommendation and not adopt the plan lines, seconded by Councilman Granger <br />on the basis that until such time as the City has the money to proceed with acquisition he could see no <br />reason why the people involved should be deprived of the full use of their property. Councilman Spillers ago <br />was of the opinion that the Council was making a big mistake and stated his reasoning for this. This <br />was followed by discussion in regard to State setbacks, 54' street, and possiblility of the Building <br />Department changing the set back lines for new construction. Mr. James Gleeson spoke of the situation <br />as it exists in regard to the service road from Massachusetts to where it dead ends near Valota Road. <br />This was followed by discussion as to the possibility of approving the plan lines temporarily. Council— <br />man Royer amended the motion to read that the City Council approves the Planning Commission's recommen— <br />dation for the Plan Lines. It is understood that this would be reconsidered in six months. After dis— <br />cussion Councilman Royer withdrew his motion as it was out of order. This was again followed by discussion <br />after which Councilman Stout's motion lost on roll call with Councilmen Britschgi, Jones, Royer, Spillers <br />and Mayor Herkner voting NO. <br />
