59 <br />Councilman Granger asked that the condition of the property owners -be accepted. Councilman Spillers <br />moved approval of the recommendation of the Planning Commission and offered RESOLUTION 1969 ADOPTING <br />OFFICIAL PLAN LINES FROM VALOTA ROAD TO MASSACHUSETTS AVENUE PARALLELING WOODSIDE ROAD and moved its <br />adoption, seconded by Councilman Jones and carried on roll call, Councilmen Grange and Stout voting N0. <br />Councilman Royer moved that this matter be placed on the agenda for review in six months, seconded by <br />Councilman Jones and carried on roll call ' <br />all, Councilman Spillers voting NO. <br />PUBLIC HEARING, CONTINUATION APPLICATION COATS REZONE PROPERTY AT VALOTA ROAD AND WOODSIDE TO C=1 -H. Affidavit <br />,of mailing was ordered filed. There were no written protests. Francis Britschgi spoke in regard to the <br />Planning Commissions thoughts in regard to this matter when he was a member of the commission. He,was of <br />the opinion that the problem of the building of the service road should be studied by the Council and a <br />meeting be held with the property owners in question. He spoke in favor of the commercial rezoning. Mrs. <br />E. Eiger spoke against the rezoning as did Mrs. Alice Rankin, Green Knolls Improvements Club., -and Mrs. Vera <br />Eskin. They do not approve spot zoning. This was followed by discussion. Mr. Gerry Wagstaffe was of the <br />opinion that this should be turned back to the Planning Commission for an overall study of the area. <br />Councilman Spillers moved that the public hearing be closed, seconded by Councilman Britschgi and carried. <br />Councilman Britschgi moved approval of the Planning Commission's recommendation to deny, seconded by <br />Councilman Spillers and carried on roll call. <br />Councilman Royer moved that the Mayor be authorized to call for a meeting of the property or;ners in an <br />attempt to work out a method of financing the service road, seconded by Councilman Britschgi and carried. <br />Councilman Granger stated that this is a large problem and he was of the opinion that the Real Estate <br />Committee should meet with the Planning Commission and ask them to attempt to solve the problem. <br />PUBLIC HEARING, POPLAR-HESS-EBENER IMPROVEMENTS. City <br />Attorney Currie stated that this was the time for the hearing of the Resolution of Preliminary Determination <br />and cancellation of debt limitation. There were no protests. PUBLIC HEARING, PLANNING COMMISSION'S RECOMis4ENDATION TO REZONE ALL OF HIGHLANDS OF EMERALD LAKE AND OAK KNOLL <br />MANOR FROM "U" DISTRICT TO R -1-B-1. Affidavit of publication was ordered filed. Gerald Wagstaffe, <br />representing Mr. Arthur owner of market immediately adjacent to the City of Redwood City and the property <br />in question, spoke in favor of leaving the property as unclassified property. Mr. Louis Depaoli, Jr., <br />sem+ <br />representing three property owners, stated that this property, when it was in the County, was zoned commer- <br />cial and he believes that the Planning Commission was not aware of this situation and he was of the opinion <br />that the Planning Commission was under the impression that this was an unclassified area. This was followed <br />by discussion in which Councilman Britschgi was of the opinion that if the Council goes along with turning <br />this matter back to the Planning Commission then they should also take into consideration the matter of <br />subdividing the ppoperty into 6000 square feet.
