a <br />Councilman Stout commented on this matter after which he offered Resolution $2147 rejecting all bids, <br />and moved adoption, seconded by Councilman Britschgi. Councilman Spillers stated his opinion to the effect <br />that readvertising might result in a higher bid. Mr. Nick Guida spoke on the subject as a contractor# <br />calling attention to fringe benefits and proposed increase in wages coming up during 1957 which would, in his <br />opinion result in increased costs of building. <br />r" Councilman Weiss urged acceptance of present bid stating his opinion that further delay may result in <br />bww additional costs. He stated that the Council was in a position to finance the building at this time. <br />Representative of the Hub Pacific Building Company, the low bidder addressed the council stating that <br />readvertising ofter resulted in higher bids. After further discussion, Resolution 2147 carried cn roll call, <br />Councilmen Herkner, Spillers and Weiss voting NO, <br />Ei After further discussion regarding sale of bonds, and the understanding that bid for bonds can be rejected <br />if unsatisfactory, Councilman Stout offered RESOLUTION NO. 2147 authorizing readvertising for bids for <br />police building and moved adoption, seconded by Councilman Britschgi, bids to be based on present plans and <br />specifications. Bids will be received 2:00 P. M., December 17th and award can be made at the Council <br />meeting of the same date. Councilman Granger asked that the record show that he stood 100% behind the <br />Police building. Resolutim carried on roll call. <br />Councilman Spillers moved introduction of Ordinance authorizing appropriation of $28,000 from Captial <br />Project Fund to cover balance of cost of police building, which figure is based on the present bid of <br />$2044000, seconded by Councilman Stout. It is understood that the adoption of this ordinance would still <br />allow rejection of bids if unsatisfactory, and does not carry any obligation to spend the amount unless <br />necessary. Motion carried on roll call. It is further understood that additional money may uecessaryily <br />have to be transferred from Captial Projects Fund at a later date. <br />INTRODUCTION OF ORDINANCE REZONE PORTION OF LOT 19, BLOCK 24, STERLING HIGHLANDS NO. 1 (FERNSIDE & MASSACHUSETTS) <br />from R-1 to R-4* City Attorney reported on a meeting attended by Councilman Britschgi, Ron Fields and <br />himself at which time restrictions were agreed upon. Proper maintenance of Club building and grounds are <br />safeguared in said restrictions, failure to observe such restrictions would result in revocation of Use <br />Permit. Councilman Stout moved introduction of ordinance, seconded by Councilman Herkner and carried. <br />INTRODUCE ORDINANCE ESTABLISH ANGLE PARKING ON PORTIONS OF WINSLOW AND HAMILTON STREETS. Councilman Spillers <br />moved introduction, seconded by Councilman Weiss. Motion carried. Former Councilman Paul Jones addressed <br />the Council urging that parallel parking be restored and use of the new parking area be encouraged. Mr. <br />Jones suggested that the adjacent parking areas be used for shoppers and an area at the rear be used for all <br />day parkers. <br />COUNCILMAN IATEISS DISCUSSION OF THE UHLENBERG AUDIT REPORT. Councilman Weiss read his prepared statement which <br />covered the recent Uhlenburg & Co. audit report which was very complete and covered many items. City Clerk <br />ro" was directed to prepare copies to be supplied to each member of the City Council for study. Councilman <br />.. Weiss also commented on his report covering the Water Department prepared last September, which was to have <br />been considered at a study meeting but which had not as yet been accopmplished. <br />COMMCIATION - LESTER BR ANN RE RECENT DENIAL TO APPEAL TO PLANNING COMMISSION DENIAL CF USE PERMIT AT 510 <br />ALLERTON. City Attorney advised best procedure would be for Mr. Brown to reapply for Use Permit to carry <br />on a professional business in the premises. This would have no connection with any alterations to the <br />i.. building. Councilman Spillers moved that the matter be -referred back to the Planning Commission for <br />consideration of the granting of a Use Permit. Motion seconded by Councilman Britschgi and carried. <br />Councilman Granger asked that City Attorney check as to whether building could be used for professional <br />occupancy where occupant is not residing in same building, should the matter agains come before the City <br />Council. <br />
