Councilman Britschgi moved authorization be granted to the City Clerk <br />as per the City Attorney's recommendation, seconded by Councilman Stout and carried. <br />City Attorney Currie asked the Council to authorize deeding to the Redwood City Elementary School District the <br />Hawes Park property. The price is $31,000 less a sum not greater than $2050 for the Hetch—Hetchy property <br />being the price set by a member of the American Institute of Appraisers. Councilman Royer offered RESOL- <br />UTION 1959 AUTHORIZING DEEDING OF HAWES PARK PROPERTY TO THE REDWOOD CITY ELEMENTARY SCHOOL DISTRICT and <br />moved its adoption, seconded by Councilman Stout and carried on roll call. <br />The Clerk read the following letter written to the City Engineer by Division of Highways regarding the inter— <br />section of E1 Camino Real and Whipple Avenue. <br />"Reference is made to your letter dated December 21, 1955s enclosing a sketch showing <br />the Plan Lines which were established by Redwood City at the intersection of E1 <br />Camino Real and Whipple Avenue, and requesting the Department's opinion as to the <br />desirability of maintaining these Plan Lines, and further requesting assurance that <br />the proposed future construction will qualify for expenditures from the City's <br />major city street funds. <br />It is our opinion that the Plan Lines as established should be maintained and that <br />any effort by the City to give temporary relief for this intersection by the <br />straightening of Whipple Avenue is a step in the right direction. <br />The proposed realignment as shown on the sketch appears to be satisfactory in <br />general: however, when the detailed plans for this intersection are completed, it <br />is suggested that they be submitted to our taffic Department for review. <br />Whipple Avenue within the limits of this proposed project is a major city street <br />and any work to be done at this intersection will qualify for expenditures from <br />the City's major city street funds subject to the proper prior budgeting and the <br />requirements for any major city street project within the City" <br />Councilman Jones moved acceptance of the report. Councilman Britschgi stated that he did not know if <br />they should accept the report at this time. He was of the opinion that a copy of this letter should <br />be sent to the Council for a further look into the matter. Councilman Granger stated that he had asked <br />that this matter be referred to the State and since this was their answer he was of the opinion that <br />the letter should be filed. Councilman Jones's motimi lost for lack of a second. <br />Councilman Granger moved that the letter be filed, seconded by Councilman Stout. On the question, <br />Councilman Royer stated that he was of the opinion that this was referred to the City Engineer for a <br />report. City Engineer Jain stated that he had made a report and he had asked that the above letter be <br />read to the Council. The Traffic Fact Finding Committee had met in regard to this matter. Under this <br />plan they would not have to move any buildings. Motion carried. <br />Councilman Granger was of the opinion that as long as they had been told the situation as the State sees <br />it, then perhaps the City should take action at this time for acquisition of the property. He stated <br />that there was $75,000 in the Capital Improvement Fund which was not earmarked and perhaps they could use <br />this money. This was followed by discussion after which Councilman Granger moved that this be referred <br />to the proper authorities for a progress report by March 1st, seconded by Councilman Stout. City Manager <br />Rolison stated an appraisal of the property should be made. The City Engineer could get the description <br />and then the City Attorney could get an appraisal. Councilman Granger restated his motion. He moved that <br />the matter be placed on the agenda to have the proper authorities make a tentative finding and report <br />back to the Council by March lst. Councilman Spillers spoke in regard to the date and asked that the <br />motion be changed to have the report back by next Council meeting. City Manager Rolison stated that he <br />could get in his report by next week. This was followed by discussion after which the motion carried on <br />roll call. <br />The Clerk read a letter from the Redwood City Retailers, a Division of the Redwood City Chamber of Commerce, <br />wherein they endorse the plan of the City Beautification Committee of the Chamber for the placing and <br />maintaining trash receptacles on the street corners on Broadway and Main Streets. The Mayor turned this <br />matter over to the City Manager. <br />The Clerk read a letter from the San Francisco Bay Area Rapit Transit Commission wherein they invited the Council <br />0 <br />
