Gentlemen: <br />89 <br />In compliance with instructions I received from the City Council on February 14s <br />1956, I herewith submit a report regarding pin ball machines in this city. <br />Pin ball machines are at the present time legal if they comply with Section <br />330.5 of the Penal Code of the State of California, which provides in part that pin ball <br />and other amusement machines or devices "which are predominantly games of skill, whether <br />affording the opportunity of additional chances or free plays or not, are not intended to <br />POO be and are not included within the term 'slot machines or devices' as defined within <br />Sections 330.1 to 3304, inclusive, of this Code". <br />firW <br />Ordinance No. 624 of this city provides for the regulating, licensing, fixes <br />the license fee and provides a penalty for the violation of any section of the ordinance. <br />There are presently 117 machines at 51 locations within the city limits of <br />Redwood City and they are distributed as follows: <br />" 34 - in restaurants and cafes <br />69 - in bars <br />14 - in smoke shops <br />The annual fee paid on each machine is $72.00 or a total of $8,421.00 per year <br />for the 117 machines presently licensed. - <br />It is my opinion that two approaches can be made to what has been termed a <br />growing problem in regard to amusement devices. <br />The first would be devoting more time of our limited personnel to the enforce- <br />ment of existing laws governing the operation of such amusement devices. The other would be <br />the banning of such devices entirely. <br />At this time, I would recommend more stringent enforcement to determine if that <br />would not adequately solve the problem. If such enforcement does not adequately solve the. <br />problem, I would then recommend banning of such amusement devices. <br />The pin ball machines have contributed a very small percentage to the over-all <br />police problem of this city. Our police strength is directed toward correcting the most <br />serious problems facing us and you can be assured that if the pin ball machines are <br />becoming a mjor problem, this department will concentrate on correcting this condition. <br />It is my understanding that a meeting of all of the Chiefs of Police of San <br />OMM Mateo County will be called in the near future to discuss the pin ball machine situation. <br />Udwood Cit is not alone in this <br />City problem and the combined thinking of all Chiefs of <br />Police may develop an effective solution to the problem. <br />v <br />I will advise the City Council of the results of this meeting. <br />Respectfully submitted, <br />W. Faulstieh <br />Chief of Police <br />Councilman Jones moved that until after the Chiefs have met and expressed an opinion that this be carried <br />on the agenda, seconded by Councilman Spillers. Chief Faulstich reported that the meeting would be held <br />Tuesday morning and he would make his report at the next Council meeting. Councilman Royer asked that the <br />motion be amended to accept the Chief's report. <br />carried. <br />Councilman Jones agreed to this change and the motion <br />J. D. TEHANEY APPEAL TO PLANNING COMMISSION CONDITIONS ATTACHED TO APPROVAL OF TENTATIVE MAP, PECAN COURT SUB- <br />DIVISION. City Attorney stated that this should be set for a public hearing. Councilman Spillers moved to <br />own set the public hearing for March 12th, seconded by Councilman Jones and carried. <br />1.. RESOLUTION OF PRELIMINARY DETERMINATION, HIGHLANDS TERRITORY NO. 4 SEVERS. Councilman Spillers offered RESOLUTION <br />1993 BEING RESOLUTION OF PRELIIA.INARY DETERMINATION HIGHLANDS TERRITORY NO. 4 SEWER (CIRCLE ROAD TO NORTHERLY <br />CITY LIMITS) SETTING DATE FOR PUBLIC HEARING FOR MARCH 19, 1956 and moved its adoption, seconded by <br />Councilman Royer and carried on.roll call, Councilman Britschgi and Stout being noted absent. <br />PPM <br />RESOLUTION AUTHORIZING PAYMENT OF FOX SHOPPE APPRAISAL FROM CAPITAL IMPROVEMENT FUND. Councilman Spillers <br />6 offered RESOLUTION 1994 TRANSFERRING $400 FROM THE CAPITAL PROJECT FUND UNALLOCATED and moved its adoption, <br />seconded by Councilman Granger and carried on roll call, Councilmen Britschgi and Stout being noted absent. <br />PETITION IMPROVEMENTS BEECH STREET FROM EL CAMINO REAL TO MAIN STREET. The City Engineer, in his letter, stated <br />this petition represents 100% of the owners of property fronting on Beech Street. It is the recommendation <br />of the Engineering Department that the preparation of plans and specifications and establishment of an ass- <br />essment district for this project be authorized, and that the City Auditor be authorized to advance funds for <br />
