_ __ <br /> 479 <br /> • <br /> Minutes of the Regular Adjourned Meeting - <br /> Redwood City Council <br /> May 27, 1957, 8:00 P.M. - - <br /> INVOCATION was lead by Reverend Ralph York, Woodside Road Community Methodist Church. <br /> ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, Hiram S. Stout, <br /> Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Councilman Robert V. <br /> Spillers was attending a meeting for the Mayor and was noted absent. Also present were City Manager <br /> E. A. Ronson, City Engineer Glenn M. Jain, City Attorney Robert J. Costello, Assistant to the City <br /> Manager L. A. Kimball, Police Chief William Faulstich, Fire Chief J. L. Lodi, Water Superintendent H. <br /> L. Winter, Assistant Water Superintendent Warren Mitchell, Engineering Associate Arthur Eskelin, Assessor- <br /> Auditor John J. Brophy, Planning Commissioner McDonald, Recreatioh Commissioner Hanley, Police Captain <br /> Theodore Moudakas and Senior Stenographer Clerk Vivian Holmquist. <br /> CONTINUATION OF PUBLIC HEARING ON PROPOSED ANNEXATION, FARM HILLS ADDITION NO. 1. The affidavit of <br /> publication was ordered filed. There being no protests, written or oral, Councilman Herkner moved that <br /> the public hearing be closed, seconded by Councilman Weymouth. Councilman Weiss stated that he had <br /> several pertinent questions he wanted to ask and he asked that both the questions and answers be made <br /> a part of the minutes. (1) What proposals, agreements or other documents bearing on the • question <br /> of annexation of the area designated as Farm Hills Addition No. 1, are we to consider and act upon at <br /> this meeting? The City Attorney answered that the petition before the Council this evening was the <br /> question to be considered. (2) Have the number of lots involved in the area proposed to be annexed <br /> been properly determined in accordance with law for purposes of levying appropriate annexation fees? <br /> If so what are the figures? The answer was 283 lots less future school site. - (3) How and when are <br /> (:: annexation fees to be paid, if they have not already been deposited with the Collector or Treasurer? <br /> The City Attorney stated that the City has a proposed agreement signed by the petitioner to pay the <br /> sum of $75.00 per each building site or lots proposed to be annexed; payment to be made within three <br /> years of the annexation date or at the time of the filing of final subdivision map or maps containing <br /> any area included in Farm Hills Addition No. 1, whichever date is sooner. Councilman Weiss raised the <br /> question if the number of lots has been determined then why the necessity of the delay in paying the <br /> annexation fee. The City Attorney stated that he obtained a letter from the Planning Consultant in <br /> which he designated the number of lots. The lot count is subject to the number of lots to be taken <br /> out for the school site. The City Attorney stated that he had several letters he would like made a part <br /> of the record. The first letter was from Herbert Frahm, dated May 18, 1957, certifying that the lot <br /> yield in the territory proposed for annexation to the City of Redwood City known as Farm Hill Addition <br /> No. 1 and based on approved tentative map for the area is 283 lots. Lawrence A. Wise, Planning <br /> [:: Consultant, certified that the lot yield for subject area as stated above is correct. A letter from <br /> Mr. Frahm, dated May 24, 1957, enclosing a document entitled "Consent to Taxation under the provisions <br /> of the Annexation of Uninhabited Territory Act of 1929" fully executed by the owners of the property <br /> in the territory was also submitted. There was also filed a letter from the California Pacific Title <br /> Insurance Company which reads as follows: <br /> [:: "This is to inform you that the owners of record of the lands included within the <br /> attached description are ; - <br /> (a) City of Redwood City, a political subdivision of the State of California as to <br /> the water tank site firstly described in the deed from California Pacific Title <br /> Insurance Company dated December 1, 1955 and recorded January 23, 1956 in Book <br /> 2957 of Official Records at page 121 (22720-N). <br /> (b) Oddstad Homes, a corporation, as to Lots 35, 36, 37 and 38 in Block 509 of the <br /> Highlands of Emerald Lake Subdivision #5, and <br /> (c) California Pacific Title Insurance Company, a corporation as to the remainder. <br /> The letter is written as of May 16, 1957." <br />
