L85 <br /> Councilman Weiss called attention to an article in the May, 1957 issue of Wester City <br /> entitled "Modern City Requires Unified Finance Set up:" It was his opinion that a <br /> survey was made by Kroeger Associates back in 1953 that had some pertinent remarks on <br /> the question He thought that this matter should be given some thought and exploration <br /> to adopting more modern methods of business administration . Councilman Weiss moved <br /> wma that the City Manager give this matter his attention and submit his analysis and recom- <br /> wit mendations by the first meeting in September, 1957, seconded by Councilman Stout . This <br /> was followed by discussion after which the motion carried on roll call with Councilman <br /> Granger and Mayor Royer voting No and Councilman Spillers being noted absent <br /> The Mayor appointed Councilman Stout as chairman and Councilman Weiss to work on the <br /> committee to make a recommendation in regard to the business license ordinance . <br /> The Mayor appointed Councilman Weymouth as Chairman, Councilman Spillers and himself to <br /> the committee to look into the matter of the proper procedure for selecting a City <br /> Manager. <br /> Councilman Granger reported that Louis Chess, who has been with the Southern Pacific Company <br /> approximately 30 years, is about to retire . Mr . Chess has been a great help to the City <br /> of Redwood City in its many dealings with the Southern Pacific Company . Councilman <br /> Granger moved that the Clerk be authorized to write a letter expressing the Council 's <br /> appreciation of the help given by Mr. Chess to the City of Redwood City . seconded by <br /> Councilman Herkner and carried . <br /> Councilman Weymouth moved that the meeting be adjourned, seconded by Councilman Herkner and <br /> carried. S . lodge, i ity Clerk <br /> Minutes of Special Council Meeting <br /> Wednesday, May 29, 1957 <br /> 8 :00 P .M. <br /> On roll call the following were noted present: Councilmen Floyd D. Granger, Sidney D. <br /> 0 g p Y g � Y <br /> Herkner, Robert Spillers, Hiram S . Stout , Louis Weiss, Ray Weymouth, Mayor William H. <br /> Royer, and City Clerk R. S . Dodge . Also present were City Manager L. A . Kimball, <br /> Police Chief William Faulstich, City Attorney Robert Costello, Attorney C . W. Lebsack <br /> and Herbert Frahm. <br /> Affidavit of service of special council meeting was ordered filed . Attorney Lebsack <br /> rm explained the purpose of the special meeting was to adopt resolutions approving plans and <br /> specs, resolution of intention, call for bids and adopt wage scale, all in connection with <br /> the Farm Hills Boulevard Assessment District . Resolution waiving debt limitation and <br /> majority protest and the resolution appointing Currie, Lebsack and Hannig as the attorneys <br /> to conduct assessment proceedings were adopted at previous council meetings . <br /> r.. Councilman Weiss offered statement calling for certain information which he requested made <br /> part of the minutes, as follows : <br /> 1 . Have all understandings, agreements, etc . been reduced to writing and made a part <br /> of the city's official records? <br /> Answer: Attorney Lebsack indicated that petition signed by owners, statement <br /> of property to be assessed, legal waiver of any right of protest, agreement <br /> to pay all expenses in event not completed and waiver of debt limitation act <br /> are all at hand and part of official records . Also letter from bonding company <br /> and no waiver of any rights of City. <br />
