Couhcilman Spillers stated that he looked at <br /> the property and he believed that it is all right to allow the paving of the parking <br /> strip as requested. Councilman Herkner stated that he looked at the property also <br /> ' and he did not agree with Councilman Spillers . He believed that they should not <br /> Iftwo allow the paving of the parking strip in residential areas and it would not be in <br /> keeping with the property in the area. This was followed by discussion. Councilman <br /> Spillers moved that the permit be granted to fill in the 40 ' parking strip as <br /> requested. This motion lost for lack of a second. <br /> Councilman Herkner, in fairness to Mr. Swenson, moved that this matter be carried <br /> on the agenda for one week in order for the Council to make a field trip and in- <br /> vestigate the matter, seconded by Councilman Spillers. Councilman Granger was of the <br /> opinion that the Council should determine the policy on these matters. The motion <br /> carried. <br /> City Engineer Jain stated that they have required throughout the City that parking <br /> strips not be paved except in some areas in Farm Hills and also in parts of Kentfield- <br /> Palm area. The latter was done to preserve the trees . He stated that he would like <br /> to have the Council set a policy. <br /> The Peninsula Celebration Association representative asked for permission to move their <br /> sign to another location. They had received work that day that the sign would be <br /> in the way of the entrance to the P.C.A. grounds. They were going to try to bring <br /> the matter to the attention of the Planning Commission the next night and secure the <br /> necessary use permit. The Association was bringing the matter to the Council at this <br /> time in an endeavor to save time. It was the opinion of the Mayor that there wasn' t <br /> any action the Council could take at this time except possibly state that they did not <br /> object to the moving of the sign. The Police Chief stated that his department had <br /> recommended to the State Highway Commission that the sign be moved. Councilman <br /> Herkner moved that the Council did not object to the moving of the sign, seconded by <br /> Councilman Spillers and carried. <br /> L.L' The Mayor called attention to the study meetings to be held on Wednesday and Thursday <br /> nights of this week to study budget items. <br /> Councilman Spillers asked if they could ask the City Engineer to get the figures necessary <br /> for improving Clinton Street bridge. Mr. Jain stated that the price would be from <br /> r $10,000 to $15,000 . He could not give definite figures . This was followed by <br /> limmo discussion. The Mayor asked if the plans for Fay Street bridge could be used to <br /> start the proceedings for improvements and to help determine the possible cost. Coun- <br /> cilman Granger spoke in regard to previous matters which came up on this subject. He <br /> was of the opinion that they would have to take the "bull by the horns" and tell the <br /> people this is it. There was also discussion in regard to how they could call for <br /> a public hearing on this matter. <br />
