98 <br /> Councilman Spillers moved that the City Engineer be instructed to prepare plans and <br /> specifications for improvement of the Clinton Street bridge. Councilman Granger asked <br /> if they could spread the assessment over a greater portion of the area. Councilman <br /> Granger seconded the motion. Councilman Stout was of the opinion that they should <br /> look at all the bridges and give possible consideration to a bond issue to take care <br /> al <br /> of all the bridges. Granger, Sidney L. Herkner, <br /> Robert V. Spillers, Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer <br /> and City Clerk R. S. Dodge. Also present were City Manager '-. A. Kimball and Senior <br /> Stenographer Clerk Vivian Holmquist. <br /> Councilman Spillers moved approval of the minutes of June 3rd and June 10th as mailed, <br /> seconded by Councilman Herkner. Councilman Weiss asked that the minutes of June 10th <br /> be corrected. He referred to page 1 and asked that his full statement be put in the <br /> minutes because the part left out explained his thinking on his suggested changes. He <br /> also asked that page 4, under petition regarding Water Department indebtedness, third <br /> paragraph should be changed to read: "Councilman Weiss stated that this matter was <br /> brought up because of the previous report made by the City Manager and he did not <br /> believe that the City Manager was the proper authority to make the report. " This was <br /> mairi <br /> followed by discussion. Mayor Royer stated that he would set this for a study meeting <br /> to discuss a definite policy to be established with regard to the context of the <br /> minutes . He did not see any objections to this particular correction; however, he did <br /> not want to establish a precedent. Councilman Herkner stated that the minutes showed <br /> what Councilman Weiss wanted changed and he did not think it was necessary for them to <br /> show his reasons why he suggested the changes. This was followed by discussion. The <br /> motion was amended to include the full report of Councilman Weiss. Councilman Herkner <br /> seconded the amendment with the understanding that this would not be setting a pre- <br /> cedent to future reports. The motion carried with Councilman Granger voting NO because <br /> he did not believe this was the proper procedure that the document should be adopted <br /> in whole. <br />
