375 <br /> approximate cost on hauling the fill. The motion carried. <br /> Councilman Weiss a gain brought up the matter of receiving a copy of all reports in advance of the Council <br /> meetings. The City Manager stated that he sends out copies of his reports whenever possible, however, it <br /> is not always possible to complete reports before the agenda is prepared. This was followed by discussion. <br /> REQUEST FOR PERMIT TO CONDUCT POOL ROOM AT 2333 EL CAMINO REAL (Ordinance 106). The Clerk read the application. <br /> Police Chief Faulstich stated that he can not see any objections to this pool room. They will not be selling <br /> liquor, only soft drinks. Councilman Granger moved that the permit be granted with the understanding that <br /> it be revocable and subject to compliance with the ordinance, seconded by Councilman Spillers and carried. <br /> Councilman Spillers offered CIDINANCE 810 AMENDING SIDEWLK AND DRIVEWAY ORDINANCE 639 FROM 10 TO 30 DAYS TIME IN <br /> WHICH TO MAKE REPAIRS and moved its adoption, seconded by Councilman Stout and carried on roll call. <br /> Councilman Granger offered ORDINANCE 839 AMENDING SECTIONS OF SALARY PLAN ORDINANCE 824 and moved its adoption, <br /> seconded by Councilman Stout and carried on roll call. <br /> Councilman Stout offered ORDINANCE 600.75 REZONING PROTION OF LOT 19, BLOCK 24, STERLING HIGHLANDS NO. 5 FROM <br /> R-1 TO R-4 DISTRICT and moved its adoption, seconded by Councilman -Spillers and carried an roll call. <br /> Councilman Weiss offered RESOLUTION 2173 AUTHORIZING AGREEMENT BETWEEN CITY AND HIGHLANDS COMMUNITY CLUB <br /> RELATIVE TO THE IMPOSITION OF CERTAIN RESTRICTIONS UPON CERTAIN DESCRIBED PROPERTY OWNED BY SAID CLUB and <br /> moved its adoption, seconded by Councilman Herkner and carried on roll call. <br /> COUNCIL DISPOSITION OF ITEMS, CITY MANAGER NOTES ON ESTABLISHING SEWER RENTALS OUTSIDE CITY. INTRODUCE ORDINANCE: <br /> Councilman Herkner introduced the ordinance establishing rules, regulations and charges in connection with <br /> the City Sanitary Sewer facilities, seconded by Councilman Spillers. Councilman Weiss wanted to know if <br /> this ordinance would effect the sanitary districts and he also questioned the amount of the outside rate. <br /> The City Manager stated that the outside rate is now twice the inside rate or 140. The old rate was 12¢. <br /> This was followed by discussion in regard to the sanitary districts and annexations. The City Attorney <br /> stated that there will not be any exemptions from paying the sewer rental rate, in other words, churches <br /> will no longer be exempt from paying sewer rental charges. The motion carried. <br /> Councilman Weymouth offered RESOLUTION 2171 REPEALING RESOLUTIONS 608, 631 AND 1712 and moved its adoption, <br /> seconded by Councilman Granger and carried on roll call. <br /> Councilman Granger introduced ordinance establishing "Yacht Harbor Improvement Fund"; stating the purposes thereof <br /> and limitations thereon: and transferring the sum of $13,000.00 from the General Fund to the Yacht Harbor <br /> Improvement Fund, seconded by Councilman Spillers. This was followed by discussion. Councilman Stout was <br /> of the opinion that this money should not be set up for definite spending only and limiting the use of the <br /> money for the Yacht Harbor. Councilman Weiss objected to the system of setting up this fund because there <br /> wasn't any plan or master plan so they will have some idea as to the extent of the spending of this fund. <br /> Councilman Herkner stated that there were plans for the development of the Yacht Harbor. Councilman Stout, <br /> rma <br /> for one, had submitted some very good plans. This was followed by discussion after which the motion carried <br /> on roll call with Councilmen Stout and Weiss voting NO. Councilman Stout did not object to the setting up <br /> of the fund but he did object to the restrictions. <br /> CLIFF HUDDLETON REQUESTED PERMISSION TO CONDUCT DANCES IN NEW BUILDING. The Clerk read a petition requesting the <br /> Council to refrain from approving the application and the issuance of a dancing licese. There were 30 <br /> signatures on the petition. Police Chief Faulstich reported that the building is completed, however, there <br /> were a few things that should be done to comply with the ordinance. Mr. Huddleton can not have any tables <br /> set up in the dancing room nor can he serve liquor in this room. The Chief suggested that this matter be' ' <br /> 'harried Over to `th c`mmaittee for a reportr Councilman Spillers moved to refer this matter to the committee <br /> for a complete report and to refer their findings back to the Council next Monday night, seconded by Council- <br /> man Weymouth. Councilman Weiss amended the motion to refer this to the committee and the City Manager to <br />
