4 <br /> and 4(f) of Ordinance No. 824 and adding Sections 2.80 to 2.83 inclusive; providing <br /> for,; ,, 5.74% salary increase to the employees of the City of Redwood city; adding <br /> certain new positions to the Salary Plan, and providing for salary adjustments <br /> for such new positions, seconded by Councilman Weiss. Councilman Herkner asked <br /> about changing one employee from one bracket to another bracket. Councilman Herkner <br /> asked if he could change the ordinance to have the salary of the meter reader raised <br /> am] <br /> to another bracket. This was followed by discussion and Councilman Herkner was <br /> advised that the proper procedure would be to have his request handled through the <br /> Personnel Board. The motion carried. <br /> RESOLUTION AUTHORIZING AGREEMENT WITH SAN MATEO COUNTY SCAVENGER COMPANY. Councilman Weiss <br /> stated that Ordinance No. <br /> 339 appears to be somewhat ambiguous on the point, at least <br /> to him, Section 6 of the ordinance would imply that the City would have the power to <br /> contract with more than one firm for such services. If so, he questioned the advis- <br /> ability of ability of paragraph 2 of the agreement which clearly grants such exclusive <br /> rights and privileges for all services covered by said agreement. He raised this <br /> question because he recollects some controversy on this question about a year or so <br /> ago in connection with the hauling of rubbish by another private contractor for some <br /> of the business firms in the community. He asked Councilman Herkner if he could en- <br /> lighten him. Councilman Herkner stated that they considered the matter of charges for <br /> rubbish and garbage. They thought that by having one person do the collecting that <br /> it would be to the best interest and welfare of the City. The Garbage Company has agreed <br /> to apy $3.00 on every load that goes to the incinerator. <br /> Councilman Spillers offered RESOLUTION 2270 APPROVING AN_ AUTHORIZING THE EXECUTION OF <br /> AN AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND SAN MATEO COUNTY SCAVENGER COMPANY <br /> FOR THE COLLECTION, REMOVAL AND DISPOSAL OR REFUSE IN THE CITY OF REDWOOD CITY and moved <br /> its adoption, seconded by Councilman Herkner and carried on roll call. <br /> Councilman Spillers offered introduction of an ordinance amending Sections 2, 5, 7 and 8 of <br /> Ordinance No. 339 to provide for regulations of the collection thereof and fixing and <br /> establishing the rates to be charged, seconded by Councilman Weymouth. Councilman Weiss <br /> asked what the changes were in brief. The City Attorney stated the changes after which <br /> the motion carried. <br /> COMMUNICATION FROM R. J. McGAHIE, ATTORNEY, REGARDING SEWER EASEMENT NORTHEAST CORNER <br /> INDUSTRIAL WAY AND WHIPPLE AVENUE. Mr. McGahie stated in his letter that he agreed to <br /> purchase the property at the above location from the Division of Highways on condition <br /> that he obtain obstructed access to Industrial Way. A title search and survey of the 1114 <br /> property show that there is a considerable amount of property still owned by the State ftj <br /> of California between said property purchased and the original line of Industrial Way, <br /> on a greater part of which the City of Redwood City has constructed the widening of <br /> Industrial Way. In addition to the portion of said property occupied by Industrial Way <br /> there is a triangular piece remaining, 13 feet plus wide on Whipple Avenue running to <br /> zero at the northeast corner of the property. <br /> This triangular piece the Division of Highways is willing to sell to him subject to a <br /> sewer easement in the City's favor by reason of the fact that the City has constructed <br /> a storm sewer thereon. The City Engineer has agreed to prepare a description of this <br /> last mentioned piece of property not required by the City, and Mr. McGahie suggested <br /> that the City Attorney prepare the wording of the easement that would be satisfactory <br /> to the City. <br />
