Councilman Spillers moved
to accept the low bid of Healg Tibbitts as recommended by the City Engineer, secoided
, by ouncilman Herk ner. Councilman 1eiss read the following prepared statement:
The continued question of expending money on this project and yet refusin to
, take neceasary steps toward ascertaining ultimate costs or to permit the pre-
' paration of comprehensive plans and reports as to status and operation serves
!, to aggravate my curiosity as to the why$ and rherefores of the whole project.
! At our last rneeting I me.de a motion requesting the City Manager to prepare such
a comprehensive report on the operation of this activity. If this a ctivity is
' not being used as a sort of political football there should be no reason for it
not being handled by the proper administrative authorities and the employees
hired for that purpose rather than by a member of this council. Nor should there
be any reason for any of us obecting to such a report if politics is not
involved.
,_- . „„. _..,»,
-- A:x »_.A .
w ,.h __ — _
