Councilman Stout seconded the motion. <br /> The motion carried with conditional yeses from.Councilmen Granger and Weymouth who voted yes if the cost of <br /> • <br /> the information is free. Councilman Herkner and Mayor Royer voted no. <br /> The Mayor announced the February 6th meeting.with the Civil Defense Group at 8:00 P.M. in the Memorial Building. <br /> This mill be a public hearing,subtect to approval of the Memorial Building Ccnmiesion. Councilman Granger <br /> rom Spoke against the Council using the Memorial Building. He did not want to see the building made into another <br /> City Hall. The Mayor explained to Councilman Granger why the building was going to be used on the particular <br /> night, and he further stated that the City Hall.was not going to.take over the Memorial Building. This was <br /> followed by discussion. <br /> It was announced the League of California Cities would hold their dinner meeting on January 17th. <br /> TRAFFIC COMMITTEE RECOMMENDATION REGARDING CLOSING OF JEFFERSON AVENUE FOR TWO WEEKS. The Southern Pacific <br /> Company will begin repairs on the Jefferson Avenue crossing on January 21. The Traffic Committee recommend <br /> that Jefferson Avenue be closed_at Middlefield Road and at Franklin Street to allow the repairs to be made <br /> without interruptions or unnecessary delays. The street will be closed approximately two weeks. Councilman <br /> Spillers moved that the recommendation of the Traffic Committee be approved seconded by Councilman Weiss. <br /> Councilman Granger spoke about the grades. He was of the opinion that every time the Southern Pacific <br /> Company fixed the crossings theyxaised the grandee The City Engineer stated that he would watch and see <br /> that this didn't happen. This was followed by discussion after which the motion carried. <br /> Councilman Herkner spoke about the minutes of the Council meeting. He was of the opinion that they didn't <br /> reflect all that goes on at the Council meetings. He spoke about the mount of statements that were being <br /> placed in the minutes. The original statement appeared in full and the answers were not complete or were <br /> only in generality. He was of the. opinion that they should state the full reply. Councilman Herkner stated <br /> that he understands that this would require a court reporter but he feels that if the minutes were to <br /> Imo contain written reports that the reply should be contained in its entirety in the minutes also. The <br /> Charter does not provide for individual expression to b e spread in the minutes. He feels that this, is a <br /> matter which the Council should decide. The minutes are becoming a burden on the City Hall staff and they <br /> are resulting in an unfair report of what is taking place. <br /> The Mayor stated that the minutes should only contain the motion of the meeting and should not contain <br /> discussions. Councilman Spillers moved that they set this matter for a study meeting, the City Manager, <br /> City Clerk and City Attorney to be on the Committee and make a recommendation, seconded by Councilman <br /> Herkner. Councilman Weiss spoke on the subject and stated that the minutes hhould contain the action of <br /> the Council for future reference. He was of the opinion that they should, for the future records, possibly <br /> get a recording machine. Councilman Granger stated that he is going to vote No and he was of the opinion <br /> that they should make a report and not have so many study meetings. This was followed by discussion after <br /> __ which the motion carried with Councilman Granger voting NO. <br /> At the request of the San Mateo County Mosquito Abatement,District, Councilman Granger moved that Henry Beefier <br /> be reapointed to the Board of Trustees from the City of Redwood City, seconded by Councilman Herkner and <br /> carried. <br /> Councilman Granger asked that they place on the agenda the matter of lighting on Broadway and El Camino Real. <br /> row <br /> Councilman °ranger offered RESOLUTION IN MEMCRIUM OF WILLIAM P.
