cilman Weiss read the following prepared statement:
tIn eonnection with this report I c,n only say that the report as submitted does not
I conform with the motion as passed, in that it covers only the questions I raised
; and wished included in the overall survey. I must also remark that r esponses even to
', said questions are not in sufficient detail to convey specific or detailed infor-
' raation. The report does not in any way cover the requirement or request that a com-
prehensive survey and report be made together with pertinent comments and recommen-
dations the City Manager deems appropriate.
Under the circumstances and since the motion granted time until the first meeting in
August, I request, and if necessary so moved, that this matter be carried on the
agenda for our meeting of August 5th. In the interim, with Council permission, I
should like to confer with the City Manager so that there may be a clearer understand-
ing as to the details and information desired in said report. "
The Mayor stated that he could not see any objections to Councilman Weiss contacting
the City Manaer for further information.
Councilman Granger moved that the City Manager be authorized to pay the bill in the
amount of 32.21 for the crane operation at the launching of boats at he egatta,
seconded by ouncilman Stout and carried.
CITY ENGINEER REPORT ON BID OPENINGS, SEQUOIA RESERVOIR AND SUPPLY MAINS AND DRAIN LINES.
SUMMARY OF L04` BIDS; ALTERNATE I ALTERNATE II
Two 4 million gallon reservoirs l79,3i9.20 l7?'!}58.5
Supply mains & drain line 59,826.50 9,826. 0
Totals #539,1.5.70 537,28..70
The bond issue passed in April 1956 in the amount of 500,000 ►as based on a pre-
liminary estimate in the amount of $367,051} for contract item only, prepared by
Nlr. Larence G. Brian under date of January 3, 1956• The consulting engineerts later
estimate, dated May 24, 1957, were prepared af ter plans and specifications were com-
pleted, and totaled l.71,160.50 for Alternate I with the supply mains and drain line,
d 473135•50 for Alternate II with the supply mains and drain line.
Based upon t2ie above low bids for prestressed concrete reservoirs, it is apparent
that the total cost oP the combined proects will probably be at least 600,000
including land acquisition, consulting engineers fees, foundation investigation,
1
inspection and eonstruction engineering. If the concrete reservoirs are eonstructed,
it is apparant that at leas.t 100,000 additional must be provided either from an
additional bond issue, or from accumulted Water Dep artment funds, or the proeet
must be reduced in scope by elimin ating sufficient items to allow construction
within t 500,000 b ond issue. It might be possible to neotiate with the low ,,,,
bidders to eliminate certain items from their bids. Additional time will be
necessary to further analyza the bids, negotiate with the contractors and determine
which items rnight be eliminated and still construct an operatable reservoir system.
The only alternative would be to reect all bids and have the consulting engineer
re-lesign the pro3ect to come within the anailable funds.
