The Gommittee recommends that arterial stops be installed ,,,.,� <br /> upon Harrison Avenue at each of its intersections with Myrtle Street to afford needed � <br /> protection to traffic due to the Fact that this intersection liee ad�acent to one <br /> of the steepest hills in Redwood City. The Committee further recommends that <br /> arterial stops be installed upon Jefferson Avenue at each of its intersections with <br /> Alameda de las Pulgas, making this intersection a four-way st4p, and providing <br /> needed protection for vehicles attempting to cross Jefferson Avenue at this location. <br /> �ouncilman 3tout moved approval of the Traffie Committee� s recommendation and referred <br /> the matter to the City Attorney for the necsssary r esolution, seconded by Councilman _ <br /> Weiss and carried. <br /> Councilman Granger stated that he hoped that the Traffic Committee would give con- <br /> sideration to the Brewster Avenue Improvement Club request for signals at Brewster <br /> and Broadway. Councilman Weiss read the following prepared <br /> statement: <br /> »1. We have contracted for and now have before the Planning Corrunission for ennsider- <br /> ation a Master Street and Highway Plan, also we are about to receive the results <br /> and a report on a traffic stud� in connection therewith. It therePor would be pre- <br /> mature to take any action unless an emergency situation can be established. <br /> 2. To consider this matter on an emergency basis is not logical, because the <br /> paramount problem in that area or vicinity is the Whipple Avenue and E1 Camino Cross- <br /> ing. Only at the last meeting of the Plannin� Commission the question of overpasses <br /> includin� the WYiipple Avenue problem was discussed. <br /> 3. I also have given this matter and mo re especially the Whipple Avenue and El Camino <br /> problem a lot of study, with the result that I can now honestly state that any money <br /> put into eatending Industrial Road at this time would be fallacious, at least until <br /> we have explored exhaustively the advisability and feasibility of opening Hopkins <br /> Avenue from E1 �amino °through to the new clover leaf opposite Whipple Avenue with a <br /> suitable overpass over E1 �amino and the railroad tracks, and thus determine the <br /> effect that would have on the overall pr oblem. <br /> J.�.. I have made some investigations as to the advisability and possibility of such '� <br /> a program and after consultation with professional peop�s, other than those of our '' <br /> city staff, I have been encouraged as to its logic. In fact I �as told that a rough ""'�' <br /> estimate of costs of such a program would possible not exceed so�ne �1,1�U0,000. Further <br /> that since state highwa�s and the railroad are involved, participation by them could be �. _ <br /> expected. That if normal formulas are used in the event of fih� event of their <br /> participation, the possibility exists that the cityts share in the whole pro�ect may <br /> not exceed �500,000. , - <br /> � 5. jf such e plan should be formulated and succeed, the need for Industrial Road � <br /> eatension would be obviated and the proposed money some �100,000, would certainly � <br /> ' serve a greater and better purpose if allocated to the larger overall pro�ect. <br /> j Accordingly I move that this matter be held in abeyanee, and that the Pl;�nning �ommission, <br /> I <br /> '� the City Manager, the Cit9 E,�gineer and t�ie Traffic Committee be instructed to give <br /> 4 <br /> the Hopkins Avenue extension and overp�ss their a ttention, and that a report be sub- <br /> mitted to �the Council by not later than the last meeting in September, 1957• The City <br /> Attorney s tated that this should be referred to the Planning Coit�:nission and should not <br /> � <br /> _ _ _-, _.- �- <br />
