Councilman Weiss was of the <br /> op3nion that hia suggestions should be gieen to the Planning Coramission for considera� <br /> tion in regard to the Industrial Way extension. �'his was followed by discussion. <br /> Councilman Stout seconded the motion. This was followed by discussion in regard to <br /> overpasses at 5 Points and TnThipple Avenue. Councilman Granger suggested that the <br /> City Manager call a meeting and diseuss this with the Commissions and also get the <br /> thinking of the 3outhern Pacific Company and then make a report back to the �ouncil. <br /> ` The Mayor asked that the Dep artment Heads and City Manager give consideration to <br /> the thinking of Councilman Granger. This was followed by discussion. Councilznan <br /> Weiss stated that Hopkins Avenue w as a City problem and not a State problem. The <br /> City Manager was of the opinion that this should be made a part of the Street and <br /> Highway Plan. Coun cilman �eymouth stated that he thought that t�his should be g iven <br /> to the T�affic Committee first before any other commission or Department �ead goes ' <br /> into the matter. If the traffic problem is suc.E'� that this is not feasible there is <br /> no sense in the others going into the matter. This was f ollowed by discussion. The <br /> motion carried. <br /> The Mayor asked for a study meeting on the budget for Wednesday, July 10�h, and bring the <br /> matter before the Council two weeks from tonight, July 15th. This was followed by �, <br /> diacussion. Councilman lnfeiss suggested that the Council adopt the budget at this I� <br /> i <br /> time and then at a later date they could chan�e the budget if it becomes necessary. <br /> Councilman Weiss moved that the preliminaxy bud�et, as studied by the Council, be ' <br /> a r ved T s was followed b discussion in re ard to the addition of ersonnel � <br /> PP o • � Y 6 P <br /> I <br /> and the difficulty this ,might have in the procedure of adopting or changing the I <br /> budget. The City Manager stated that he would prefer that the Council wait for two <br /> weeks to give the Council a chance to give the budget a complete study. Councilman <br /> Weisa withdrew his motion since it w as the recommendation of the City Manager. The <br /> Mayor asked that this be set for a study meeting on July lOth. The Mayor also <br /> asked that the Council give ecnsideration to a study meeting to discuss the problem of <br /> Spruce Street financing on Jt,ly 17th. ! <br /> TRAFFIC COMMITTEE RECOMi�1VDID AMENDING ORDINANCE 758 T� INCLUDE TWO SECTIONS REQUIRID BY <br /> STATE FOR INST.ALLATION OF TRAF�'IC CONTROL DEVICES. The Co�nittee recommended that <br /> i <br /> Ordinance 758 be amended to include the following para�raphs: <br /> 1. "Any provision of this ordinance whieh regulatss t�af'fie or delegates the <br /> regulation of traffic upon State Hi�hways in any way for which the approval of the <br /> Department of Public Works is required by law, shall cease to be operative six <br /> p�"'" months after receipt by the City Cauncil of written notice of withdra.wal of approval <br /> � of the Department of Public tYrorks. Immediately upon the effective date of such re- � <br /> �r voc�tion, the City Clerk shall enter upon the ori�inal copy of this ordinance a <br /> � notification of such withdrawal.r' <br /> 2. "tnThenever this ordinance delegates authority to a city oPficer, or authorizes <br /> action b;� the City Council to r egulate traffic upon a State highway in any way which <br /> by law requires the prior approval of the Department of Public Works, no sueh <br /> officer shall exercise such authority nor shall such action by the City Council be <br /> effective with respect to any State highway without prior approval in w riting of the <br /> Department of Public Wtrrks when and to the extent required by Division 9 and Division <br /> 11 of the V'"'hi cle Code.n <br /> The City Attorney concurred in the recomrnendation. Councilman �eymouth moved that <br /> they adopt the Traffic Committee�s recommendation and refer this to the City Attorney <br /> for the necessary amendment to the ordinance, seconded by Council.rian Weiss ar�d <br /> carried. <br />
