<br /> CITY MAIVAGER'S PRt7GRESS REPORT ON CIVIL DEFENSE. The Clerk read the following report:
<br /> In compliance with the Couneil� s request at a meeting held on June 10, 1957, the
<br /> following is a report of Civil Defense activities and recent ch.anges made in our
<br /> �ivil Defense organization:
<br /> Chiefs of services have been appointed as follows:
<br /> L. A. Kimball, Deputy Director of Civil Defense
<br /> J. L. Lodi, ChieP of Fire Control and Communieations
<br /> William Faulstich, Chief of Lar�n Enforcement, Plant Protection, Traffic
<br /> Control and Warden Services.
<br /> � Glenn M. Jain, Chief of Public Works, U�ilit3es and Rescue Services
<br /> Muriel Merman, Chief of Emergency WelPare Service
<br /> �- Pasco Balzarini, Chief of Transportation Service
<br /> � A volunteer Radio Offiesr has been appointed for the City, under the direction of
<br /> Chief of Communications J. L. Lodi. The Radio OPficer is responsible for organizing
<br /> _ and training a f'orce of volunteer radio operators. A reeent test of their ability
<br /> to operate from mobile units was successfully conducted during the Fourth of July
<br /> parade. �
<br /> The necessary radio transmitters and receivers to participate in the county-wide !
<br /> civ31 defense communications network have been purchased. �
<br /> The service chiefs listed above have submitted drafts of the annexes to be appended '
<br /> to the proposed Cit��Civil Defense and Disaster Plan. The annexes are now being
<br /> reviewed, and we hope to present the proposed plan to the Council for adoption within
<br /> �
<br /> the month. -
<br /> Liaison with the American Red Cross has been eatablished throu�h our h�aergency Welfare '
<br /> Service Chief, Muriel Merman. Liaison with the local schools is being established. ,
<br /> Our Transportation Chief, Pasco Balzarini, is conducting a survey of local contractars !,
<br /> to determine the availability of privately owned transport equipment, in the event of I
<br /> an emergency. ;
<br /> On July 12, 1957, a nation-wide Operation Alert will be held, in which all Service ;
<br /> Chiefs will participate. ,

<br /> The Mayor stated that he was glad to see that they were progressing. Councilman '
<br /> Stout moved that the report be accepted with appreciation, seconded by Councilman !
<br /> Weiss, �ouncilman Granger asked who was the registration clerk. Mr. Kimball was of ',
<br /> the opinion that this would fall under his category as Deputy B�irector. Councilman
<br /> Granger also asked about the liability insurance for the workers who registered. Mr.
<br /> Kimball was asked to give this matter consideration. Mo�ion carried.
<br /> LIBRARY COMMITTEE REPORT, Councilman Stout chairman. Councilman Stout reported that the '
<br /> Library Board, throu$h T�Irs. Merman, requested that the branch library be opened in ',
<br /> the next week and in September have the formal dedication ceremony. ' . �',

<br /> � � The �lerk read the title of the proposed ordinance. Mrs, M. A. Milsap, 2107 Jefferson I
<br /> Avenue, addressed the Council and stated that this would help the traffic condition !
<br /> but she did not believe it was of any help to the residents. She asked if the
<br /> engineering report had been turned in in regard to the one-way street possibility.
<br /> Mrs. Milsap roferred to the services of an expert who was supposed to come from
<br /> Sacramento to make the survey. 1'he City Manager reported that the expert did come
<br /> down f'rom Sacramento and met with the Traffic Committee. It was decided at that
<br /> meeting that they would wait for a report from Fiahn-Wise and Associates and thus
<br /> avoid any duplication of work.
<br /> The Clerk was asked to check the records to try to determine �ust wha.t it w as the
<br /> Council ordered in regard to hiring the expert from Sacramento to ma.ke a survey of ,
