It appeared t o hi.m that this is a vital neces- sity before they pass upon the claims� and he believes it to be the duty of the City Manager to clearly incltide such astatemant in his certification. Fore the current accounts before the Cauncil� he believed the Citp 14danager should make such a statement for the record. He� further suggestad that the Council instruct the City Manager that such a statoment shall be a requirement at all tieans in the future• Ma�or pro-tem Herkner stated that there was a letter attached by the City Auditor xherein he states that there k�ave been a�ppropriat- ion� made for all claims being presented for approval of p�yment at thQ meeting of October 7� 1957� except in those cases vrhere appropriations are not necessary� i. e.,Trust Funds. The motion earried. Councilman Stout moved that the mseting be ad�ourned, seconded by Council�nan Spillers. The Mayor pro-tem held the motion in abeyance. This Ras follared by discussion. Councilman Weiss read a prepared statement �rith regard to co�plaints fro�n various areas that neighboring haaes in A 1 Districts are renting rogns to per�nanent ox semi-permanent guests� thereby creating oa� aggrav- ating parking problems on the streets involved since in practically every instanee garage space or off-street parking is not provided for the sue of such guests. He �rent on to say in checking our zoning ordinance as presently in effect� it appears that such practice is Within its purvisR and therefor is inadequate to cope uith such situations. If it is intended to regulate or restrict xcupancy of homes in R-1 Districts to one fami�y it is self evident that the ordinance �►i.11 have t o be proper�y amended. In vi.eror of the complaints received and the apparent parking problems such practice creates� he f eels it w ould be advisable to request ths Planning Cmu�ission to study the problem� ascertain public sentiment on the question� and based upon such stuc�r make appropriate recommendations to this Caa.ncil.
