Dodge. <br /> ON POLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, Robert V. Spillers,, <br /> Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Also present <br /> were City Manager E. A. Rolison, City Attorney Robert J. Costello, City Engineer Glenn M. Jain, Water <br /> Superintendent H. L. Winter, Assistant Water Superintendent Warren Mitchell, Building Inspector S. H. Kreiss, <br /> Assistant to the City Manager L. A. Kimball, Engineering Assoicate Arthur U. Eskelin, Fire Chief J. L. Lodi, <br /> Police Chief William Faulstich, Police Captain Theodore Moudakas, Fire Marshal George Asvos, Planning <br /> Commissioner Tiedeman and Senior Stenographer-Clerk Vivian Holmquist. <br /> COURTESY DRIVER OF THE WEEK AWARD, JUNIOR CHAMBER OF COMMERCE. Mr. Donald Metz, Junior Chamber of Commerce <br /> representative, presented the award to Mr. Norman Eberline, 608 Vista Drive. <br /> PUBLIC HEARING, CITY ENGINEER AMEND REPORT, INDUSTRIAL WAY, SEGREGATING ASSESSMENT #8. The affidavit of <br /> )ublication was ordered filed. There being no protests, written or oral, Councilman Spillers moved that the <br /> public hearing be closed, seconded by Councilman Herkner and carried. Councilman Herkner offered RESOLUTION <br /> 2195 AUTHORIZING AMENDED ASSESSMENT FOR SEGREGATING AND APPORTIONING UNPAID INSTALLMENTS ON ASSESSMENT NO. <br /> 8, INDUSTRIAL WAY IMPROVEMENTS, and moved its adoption, seconded by Councilman Spillers and carried on roll <br /> call. <br /> PUBLIC HEARING, PROPOSED REZONING LOTS 1 TO 5, BLOCK 1, ROBELET SUBDIVISION, FROM R-2 TO R-3 (1425-l) 41) Ebener <br /> Street). The Planning Commission held several public hearings on this matter and continued final action <br /> until the Land Use Plan had been adopted by the Planning Commission. It is the intention of the Planning <br /> wm Commission to rezone the larger area from R-2 to R-2 District, but the Commission feels that this <br /> application should be forwarded prior to the determination of the area zoning because of the length of time <br /> that the application has been pending. Councilman Weiss moved that this matter be tabled until item 10 <br /> on the agenda is held. The Mayor ruled this motion out of order as this was a public hearing and there <br /> were people present who were interested in this matter. Mr. Martin Sweeney, representing Mr. Robelet, spoke <br /> on the subject and stated that a small portion of these five lots was in R-2 and the other portion of the <br /> lots were in R-3 zoning. Councilman Herkner moved that the public hearing be continuted until after item <br /> 10 is completed, seconded by Councilman Stout and carried, Councilman Granger voting NO. <br /> PUBLIC HEARING, PROPOSED REZONING LOT 5 AND PORTION LOT 6, BLOCK A, W0ODSIDE ACRES, FROM AN R-2 DISTRICT TO AN <br /> R-3 DISTRICT (1557 Hudson Street). The Mayor said this was the same as item number 2 and they would take <br /> up item number 10 before acting on this item. <br /> PLANNING COMMISSION LETTER RECOMMENDING MASTER LAND USE PLAN (item #10). The Clerk read the letter from the <br /> Planning Commission wherein they stated that they held several public hearings and several study meetings <br /> ppm <br /> hog on the Plan before adopting said Plan, and while there were some protests, particular}.c from the Friendly <br /> Acres area, it is the sincere feeling of the Planning Commission that the Plan as proposed is in the best <br /> interest of the City as a whole. It should be remembered that the Land Use Plan is a guide for the <br /> Planning Commission and is not in any sense a Zoning Plan. The Planning Commission feels that the Plan <br /> r should be reviewed annually, or at the time of adoption of other units of a Master Plan. <br /> Councilman Weiss read a prepared statementvhich reads in part as follows: "I object to the consideration <br /> of the question as the matter presented is incomplete and nothing but a map indicating areas with proposed <br /> uses by indicating its ultimate zoning, etc. - - Certainly under the circumstances we should be provided <br /> with a comprehensive written report containing factual data and information to support the proposed uses <br /> and zoning. - - " Councilman Weiss moved that this matter be laid on the table until such time as a <br /> comprehensive report is received from the Planning Commission to substantiate the map furnished to the <br />
