Planning Commissioner Tiedeman stated that they only had the map and verbal <br /> reports were received from Hahn, Wise and Associates. Councilman Stout seconded the motion. This <br /> was followed by discussion. Councilman Spillers suggested that the Council meet with Hahn, Wise <br /> and Associates and discuss this matter. The motion lost on roll call with Councilmen Granger, Herkner, <br /> Spillers, Weymouth and Mayor Royer voting NO. <br /> Councilman Spillers moved to set a public hearing for the second meeting in April (April 8th), <br /> seconded by Councilman Herkner who added that the Planning Commission and/or Hahn, Wise and Associates <br /> furnish all the information necessary for the public hearing. The motion carried with Councilman <br /> Stout and :Weiss voting NO. <br /> PUBLIC HEARING, PROPOSED REZONING LOTS 1 TO 5, BLOCK 1, ROBELET SUBDIVISION, FROM R-2 to R-2 DISTRICT <br /> (1425-1441 Ebener Street). Councilman Granger moved that the public hearing be closed, seconded by ..,., <br /> Councilman Spillers and carried. Councilman Spillers moved to authorized the City Attorney to prepare <br /> the necessary ordinance in accordance with the Planning Commission's recommendation, seconded by <br /> Councilman Weiss and carried. <br /> PUBLIC HEARING, PROPOSED REZONING LOT 5 AND PORTION LOT 6, BLOCK A, WOODSIDE ACRES, FROM AN R-2 DISTRICT <br /> TO AN R-3 DISTRICT (1557 Hudson Street). The affidavit of amiling was ordered filed. There being <br /> no protests, written or oral, Councilman Spillers moved that the public hearing be closed, seconded <br /> by Councilman Herkner-.and carried. Councilman Spillers moved that the City Attorney be authorized <br /> to prepare the necessary ordinance in accordance with the Planning Commission's recommendation, <br /> seconded by Councilman Granger and carried. <br /> CITY MANAGER REPORT ON PROPOSED REVISION OF WATER CONNECTION SHRGES. The Clerk read the report wherein <br /> the City Manager stated that new charges now being recommended have been arrived at after reviewing <br /> the Water Department's actual costs during the past several years. When new services are installed <br /> for less than costs, this decreases the net earning of the ?"rater Department, which is operated <br /> separate and apart from all other City departments. It has been apparent that in order to avoid a <br /> general increase in water rates, the Water Department can no longer continue to provide water connec- <br /> tions to new consumers for less then the actual cost. Neither is it possible to finance water main <br /> extensions from current revenue. The City Manager recommended that the City Attorney be instructed <br /> to prepare an ordinance, the contents of which, with the exception of the legal phrasing, have been <br /> previously prepared in order to expedite its adoption. <br /> The City Manager, in his report, also stated that the payment of interest and redemption on the <br /> $500,000 bond issue voted in 1951 has also added an additional burden of approximately $35,000;per <br /> year to the Water Department's operating expense. When the present bonds are sold in the amount of <br /> $500,000 for the construction of the S. quoia Reservoir, this will also require an annual expenditure <br /> for interest and redemption of possibly more than $35,000 per year, due to the existing high interest <br /> rate. <br /> Councilman Weiss read a prepared statement wherein he stated that he could not see how that could <br /> justifiably include the cost of a water meter in the service charge. He raised the question of who <br /> would be the owner of the water meter. Councilman Weiss also stated his thinking in regard to this <br /> report indicating that an increase is necessitated in order to raise additional revenue of $35,000 ..ir <br /> annually. It was his thinking that this matter should be explored ingreater detail before they take <br /> any final action on the matter. He felt they should obtain more comprehensive data bearing on the <br /> question. <br /> Councilman Weiss moved that the matter be set for a study hearing and that the City Manager be <br /> requested to have more specific data available for the Council to use for evaluation, seconded by <br /> m <br />
