Councilman Herkner. City Manager Rolison spoke on the subject and stated that it wasn't their intention <br /> to botain the $35,000 by raising the installation charges. He only mentioned the $35,000 to show that the <br /> Water Department funds were insufficient to continue to meet all oblegations. The motion carried. The <br /> Mayor set this for a study meeting on March. 20th. <br /> CITY MANAGER REPORT ON PROPOSED REVISION OF CIVIL DEFENSE ORDINANCE AND RESOLUTION. The City Manager reported <br /> that in order to comply with the Council's request that his office implement the first four pages of the <br /> California Disaster Office survey of the Redwood City civil defense system, it will be necessary to amend <br /> Ordinance 665 and Resolution 1037. He only mentioned the $35,000 to show that the Water Department funds were <br /> insufficient to continue to meet all obligations. The motion carried. The Mayor set this for a study <br /> meeting on March 20th. <br /> is <br /> Councilman Spillers moved a cceptance of the City Manager's recommendation. Councilman Granger asked what <br /> Ordinance::665 and Resolution 1037 were. 141. Kimball -stated that Ordinance 665. established Civilian Defense <br /> organization and Resolution 1037 set Up_.the:form of ,Civil Defense organization establishing designation of <br /> officers and,employees. The fact was brought out that these changes were recommended by the State Disaster <br /> Office. Councilman Granger did not feel that the Council had to accept all the recommendation of the State. <br /> This was followed by discussion in regard to who should be appointed to the Defense Council. Councilman <br /> Granger wanted to be sure that the old Defense Council was not being obolished and the same people serving on <br /> the Council could be reactivated if possible. The motion lost for lack of a second. <br /> Councilman Weiss moved that this matter be set for a study meeting and the City Manager's report be <br /> received, seconded by Councilman Stout and carried. The Mayor set the study meeting for March 20th. <br /> COUNCILMAN HERKNER REPORT ON OFF—STREET PARKING, 2600 BROADWAY. Councilman Herkner stated that he, Councilman <br /> Weymouth and Stout met with Larry Wise in connection with the parking Survey. A new survey is necessary <br /> '"" because they con',t use the:original parking lot survey. They must revise the survey and make an enlarged <br /> imam map and resurvey the parking turnover, necessary to project the assessed valuation over the next 10 or 20 <br /> years, valuate facts and justify financing and make a prospectus. Councilman Herkner stated that he met <br /> with the people today and gave them the above mentioned facts. He told the group that the Council was <br /> behind this and the people asked for one additional w eek to make contact with the property owners. They <br /> will come in with a request next Monday night. Councilman Herkner moved that this matter be carried on <br /> the agenda for one week, seconded by Councilman Spillers and carried. The Clerk was asked to advise Mr. <br /> Spangler of the action taken tonight. <br /> INTRODUCE ORDINANCE AMENDING ORDINANCE 813 TO REDEFINE THE O13JECTIVES, POWERS AND DUTIES OF THE VETERANS MEMORIAL <br /> COMMISSION. The City Attorney read the title of the ordinance and outlined, in brief, the contents of the <br /> ordinance. This ordinance is in keeping with the State laws and in accordance with the opinions of the <br /> Attorney General. Councilman Spillers offered introduction of the ordinance, seconded by Councilman Herkner. <br /> Councilman Weiss asked if this ordinance gave the primary outline of the use of the building. The City <br /> Attorney stated that Councilman Weiss statement was true and that in addition the ordinance will strengthen <br /> previous Council action. Councilman Granger asked that the Council instruct the Commission that they <br /> consider as rule number one that the organizations shall be recognized as the State definition of Veteran <br /> Organizations. He wants to be sure that there will be no subversive groups allowed to use the building. <br /> The City Attorney recommended that they request the Veterans Memorail Commission to ask that all veteran's <br /> groups file with the Commission an affidavit that they are not subversive and that all other users must <br /> also file such an affidavit. The City Attorney recommended that this not be made a part of the ordinance but <br /> should be considered under rules and regulations. The motion carried. <br /> Councilman Granger moved that the City Clerk notify the Commission of the Council's remark; in regard to <br /> organizations filing a loyalty oath, seconded by Councilman Spillers and carried. <br />
