423 <br /> Making some progress on the Yacht Harbor plans. The Mayor asked the City Engineer to give the Council a <br /> list of the projects his department is working and the Council willattempt to set up a priority. <br /> Councilman Herkner reported that the dump operator has been filing up a drainage ditch and the City has been <br /> working approximately two days to clean it up. He felt that this cost should be charged to the operator. <br /> The City Attorney suggested that they try one more attempt to call for bids. The insurance carrier suggested <br /> poim that when this goes to bid again that the City raise the requirement on liability insurance. He reommended <br /> liability insurance of $ 100,000/$300,000. He talked for quite some time with Mr. Benevento and he had <br /> agreed to the above mentioned insurance, and on this basis he suggested that they call for bids. This was <br /> followed by discussion. <br /> Councilman Spillers moved approval of the recommendation of the department heads and to put the matter up <br /> for bid, seconded by Councilman Weiss and carried. <br /> Councilman Weiss spoke about the Garbage Disposal District and asked for a full committee report on this matter. <br /> Councilman Herkner stated that he made a verbal report. He would make another verbal report if requested <br /> but he would not make a written report unless he was directed to dod so by the Mayor. <br /> Councilman Weiss called attention to an article appearing in the Tribune regarding praise for the Fire Department. <br /> He stated that the Fire Department should b e commended. He took this occasion to remind the people that <br /> the adequacy and effciency of this department as well as others, can only be maintained, if the City has <br /> adequate and sound financial programs. It is his hope that the people will recognize that this councils <br /> action in adopting the sales tax was with the purpose of providing such a sounc fiscal policy, and yet permit <br /> some measure of relief from property taxes. A sounc fiscal policy prudently managed an insure the maintain— <br /> in of the highest possible level of service and improements necessary to the continued progress of the <br /> community and protect the welfare of the people. <br /> ''" Councilman Granger referred to the Paving of Pennsylvania Avenue. He stated that someone was supposed to <br /> imam contact the Southern Pacific Company. Mr. Jain reported that he wrote the Southern Pacific Company and <br /> he is convinced that they have no hold on the Southern Pacific Company to pave Pennsylvania Avenue. The <br /> City can do the work if they want to but it will be at their awn expense. <br /> Councilman Stout spoke about people getting off the wrong side of the train. He wanted to know if the City had <br /> any responsibility in regard to this matter, and if so that a letter to the Southern Pacific Company be <br /> written calling their attention to this matter. It was the consensus of opinion that this was the S. P. 's <br /> problem and not that of the City. <br /> Councilman Granger moved that the City Manager be instructed to request from the Park Department a master plan <br /> of the tree planting from one end of El Camino Real to the other end, seconded by Councilman Spillers. The <br /> City Manager stated that this is not a matter for the Park Department but a matter for the City Engineer. <br /> Councilman Granger suggested that this was a matter for a park man rather then an engineer. The motion <br /> __ carried. <br /> Councilman Spillers moved that the meeting be adjourned, seconded by Councilman Weymouth and carried. Meeting <br /> adjourned, 10:20 P.
