425 <br /> description. The Mayor asked the City Manager if he thought he and the City Engineer could meet with Mr. <br /> Trifeletti and come to some understanding before the lease is completed. The City Manager thought this <br /> could be worked out, the only question being the one year stipulation. This was followed by discussion in <br /> regard to the inspection. Councilman Stout spoke about the extent of the area to be mined. The Mayor <br /> stated that Mr. Lebsack was representing the City as City Attorney in this matter. Mr. Lebsack stated <br /> that the description in the lease limits the mining to the northerly one-half of the area. When Oddstad <br /> t <br /> bid on the mining, he submitted his bid on all of Stulsaft Park. This lease would confine his activities <br /> to the northerly one-half of the Park. They can not tie down the location too much because they don't <br /> know the extent of the vein. He also stated that they could not mine all the property and he completed by <br /> June 30th. Mr. Lebsack stated that for as he was concerned he did not want the lease back and if there <br /> were any questions Mr. Jones was the attorney for Mr. Oddstad. The motion carried. <br /> imi <br /> REPORT ON OFF-STREET PARKING, 2600 BLOCK BROADWAY. Ray Spangler, secretary of the 2600 Block Parking Lot <br /> Committee, addressed the Council and stated that his committee met and they asked that they be allowed to <br /> meet with the Council Committee and discuss the possibility of formulating a- parking lot. Theyvaere informed <br /> that this was., not possible under the conditions set forth, however, they found out what could be done and <br /> they contacted Mr. Wilson and Mr. Wise and investigated the location of property to be used for parking. <br /> They projected the valuation of the property to he assessed, They were told befre they could proceed they <br /> should make a report and have an expert make a survey. They recommended that Mr. Territory and Mr. Beeger <br /> contact the property owners in the area as to the feasibility of the report. The Committee is aware that <br /> , mushc of the aprking meter revenues is already projected to the parking lot on the east side of the railroad <br /> tracks. They desire that a committee be made to check into the possibility of a parking lot on the west <br /> side of the railroad track similiar to that done on the east side of the tracks. <br /> pm Kenneth Jones, Attorney with Kirkbride and Wilson, outlined the proceedings under which would proceed. <br /> L... The best source of information is a consultant. He stated that this office is not that of a planning <br /> consultant but that of attorneys. The Committee asked that the City advance the money to provide for the <br /> report. The money, in turn, can be charged to the parking lot district when it is formed. The Mayor asked <br /> Mr. Spangler if the people were willing to assess themselves as the people did on the present parking lot. <br /> Mr. Spangler stated that they agreed to this. In fact, they had considered the possible assessment of 75¢. <br /> There was one man who would not go along with the 75¢ assessment, however, there was a possibility of his <br /> going for the 50¢ assessment. Councilman Herkner stated that if the owners in- the area are behind this <br /> specifically then the Committee will go along with the request. Henry beeger spoke on the matter of the 75¢ <br /> assessment. The question in the minds of the people was the location of the parking lot. If it was in their <br /> location, they would not have any objection to the assessment charge. Thisvas followed by discussion in <br /> regard to deficit on the present parking lot. Councilman Weiss read the following prepared statement. <br /> r.. flr. Mayor - This proposal presents some peculiar and oddly interesting questions. <br /> For instance how can we honestly undertake the establishment of another parking district <br /> when we are presently faced with deficits on the ones already established and operating? <br /> Is it not a fact that before too long we shall have to decide whether we will permit <br /> a default to the extent of the dificit, or whether we shall be obliged to expend other <br /> revenues from the general funds which are raised by taxes on the entire community? <br /> [:: Secondly it is odd that in the face of all of this, together with the fuss and furore <br /> over the sales tax, some of the very people who have been the loudest in its condemnation <br /> and their opposition, are seeking the expenditure of tax moneys on what unquestionably can <br /> create further deficits and greater obligations for the city to meet. <br /> Had we not better stop and think and suggest to these people that they have the survey <br /> made at their own expense and then submit their proposal to this council for exploration <br /> and consideration? <br /> Louis Weiss, Councilman <br /> Councilman Spillers moved to have the City Manager contact Hahn, Wise and Associates and Mr. Wilson to make <br /> araangements for the survey, and he be allowed to spend up to X1,000, seconded by Councilman Granger. <br />
