3. CITIZEN INPUT <br /> Mayor Buchan asked that each speaker limit his or her remarks to three minutes <br /> in order to allow enough time for eyer, q;nle who wished to speak to have the <br /> opportunity to do so. Mayor Buchan first called on the citizens who had <br /> submitted speaker's cards. <br /> Francisco A. Samayoa, 555 Scott Avenue, spoke in favor of the Gunfire Location <br /> System, and together with Salvador Sandoval and about 12 children, mostly from <br /> Nativity Elementary School , displayed a huge banner the children drew showing <br /> their neighborhood and "No more guns." Several of the children addressed the <br /> Council and told of their fear of guns. <br /> Joe Steinfeld, 850 Main Street, spoke about the guaranteed right of public <br /> safety, the need for new leadership, and the problems with the police <br /> department. <br /> When debate between Mr. Steinfeld and Council Members would not subside, Mayor <br /> Buchan declared a five minute recess. <br /> Mayor Buchan declared a five minute recess at 8:35 P.M. <br /> Meeting reconvened at 8:40 P.M. <br /> Salvador Sandoval , 2508 Spring Street, Redwood City, stated he believed there <br /> had been an agreement that the Police Chief was not supposed to address the <br /> public comments made at the Council Meeting of January 10, 1994. Mr. Sandoval <br /> outlined a plan for citizen participation in choosing a new police chief <br /> after Chief Guardino retires, and a plan for setting performance goals, <br /> priorities and a ten year plan. <br /> Vice Mayor Claire described how budget hearings work and invited Mr. Sandoval <br /> and all residents to attend the upcoming budget sessions and work with the <br /> Council in setting priorities and goals for every department in the City, as <br /> is done every year at budget time. <br /> John Brand, Principal of Kennedy Middle School , commended Police Chief <br /> Guardino for putting such a strong and positive emphasis on youth, and spoke <br /> in favor of the Community Policing Program and the new program involving <br /> parents. <br /> Robert Slusser, 541 Cringle Drive, Redwood City, neighborhood association <br /> member, stated that Community Policing works. Mr. Slusser advised that <br /> the Gunfire Location System could only show where the gunfire originated but <br /> not who caused it. <br /> Patricia Sandoval , 2508 Spring Street, Redwood City, spoke on behalf of <br /> families who live in the southeastern part of Redwood City who were in favor <br /> of the Gunshot Location System. <br /> Study Session Minutes <br /> February 7, 1994 MINUTE BOOK NO. 52 <br /> Page 3 Page No. 127 <br />
