Kay Barner, 3350 Page Street, Redwood City, asked that her name be removed
from the petition she signed in favor of the Gunshot Location System, as she
believed that additional police officers on the streets would be more
effective.
Frank Ambruso, 226 F Street, Redwood City, stated that the Gunfire Location
System is not the answer to random gunfire, that education through flyers and
media and more officers on the streets is the answer.
Susan Keely, 766 Canyon Road, Redwood City, representing Neighborhood Kids'
corner at Roy Cloud School told the Council she was supportive of the Police
Department. Mrs. Keely suggested that when a 911 call is made from the school
and the children are locked inside for protection, that after the incident is
over, the police should call the school and let them know it is safe to go
outside.
In response to Councilwoman Steinfeld's questions, Mrs. Keely related an
incident that happened to her daughter some time ago that resulted in
administrative action against a police dispatcher.
Charles Gonser, 24 Meadow Lane, Redwood City, asked Council to do something
about random gunfire. Mr. Gonser stated that he had to replace his 8 year old
roof due to the number of bullet holes from random gunfire.
Rudolph C. Luca, 820 Vera Avenue, Redwood City, related an incident about
firecrackers that happened two years ago and advised that the Police never
responded. Mr. Luca stated the top priority should be the protection of
children, and especially children while they are in school . Mr. Luca urged
people to get to know their neighbors and report wrongdoings.
Keith Daum, 563 Scott Avenue, Redwood City, advised Council he was very active
in his community, and stated he supported the Gunfire Location System not as a
panacea, but as a tool the police can use to narrow the area producing the
most random gunfire. In answer to Council questions, Mr. Daum described the
fear that prevented people from coming forward to identify those responsible.
Mike Kastrop, 28 Meadow Lane, Redwood City, advised Council he was very active
in his community and described how people were afraid to report the gunfire.
Mr. Kastrop advised that the Gunfire Location System was a step in the right
direction and urged Council to support it.
Lorianne Kastrop, 28 Meadow Lane, Redwood City, advised Council that she was
a very caring person, and very active in her community, and that she disagreed
with the way Chief Guardino characterized her telling of a gunfire incident in
her home, during the January 10, 1994 Council Meeting, and disagreed with his
interpretation of the facts of that incident. Mrs. Kastrop described how
difficult it was for regular citizens to come forward because of fear of
reprisals from those they identify; and how difficult it was to come before
the Council and ask for help, especially if their veracity was going to be
questioned.
Study Session Minutes
February 7, 1994
MINUTE BOOK NO.52 Page 4
Page No. 128
