M. <br />The Regular Adjourned Meeting of the Council of the City of Redwood City, Monday, September 22, 1958, at the <br />hour of 8:00 p. m. <br />Invocation was led by Reverend Herbert Allen, First Congregational Church. <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D.-Herkner, John S. Rosselli, <br />Robert V. Spillers, Louis Weiss, Mayor William H. Royer and City Clerk R. S. Dodge. Councilman Weymouth <br />was noted absentq celebrating 30th Wedding Anniversary. Also present were City Manager James E. Neal, City <br />Attorney Robert J. Costello, City Engineer Glenn M. Jain, Police Chief William Faulstich, Building Inspect- <br />or S. H. Kreiss, Police Captain Theodore Moudakas, City Collector Paul Perrin, Fire Chief J. L. Lodi, Plan- <br />ning Commissioner Carl Sjoberg and Deputy City Clerk Vivian Holmquist. <br />PUBLIC HEARING ON THE APPEAL OF THE ROPAT INVESTMENT CORPORATION FROM THE DENIAL CF THE PLANNING COMMISSION OF <br />APPELLANTS$ APPLICATION FOR A USE PERMT TO ALLOT THE CONSTRUCTION AND OPERATION OF TWO MEDICAL -DENTAL <br />CENTERS OR BUILDINGS AND ONE CONVALESCENT OR THIRD MELT CAL -DENTAL BUILDING OR CLINIC CENTER AND PRCFESSION- <br />AL PHARMACIES ON LOT 173 JOHNSON SUBDIVISION, LOCATED AT THE NORTHWESTERLY CCR.NER CF WHIPPIE AVENUE AND <br />UPLAND ROAD. The affidavit of mailing was ordered filed. The Clerk read the letter of appeal after which <br />the Council heard arguments for and against the granting of the use permit. Councilman Spillers moved 01 <br />that the public hearing be closed, seconded by Councilman Rosselli and carried. ,J <br />Councilman Spillers moved to direct the City Attorney to prepare and present at the next meeting a resol- <br />ution overruling Planning Commission and granting use permit subject to: 1. No dispensing of drugs; <br />2. Off street parking as recommended by staff; 3. Dedication of property necessary for widening of <br />street which is to be built to City standard; 49 Requirements of P-1 to apply other than use limits, <br />seconded by Councilman Herkner and carried on roll call, Councilman Granger voting no, and Councilman boa <br />Weymouth being noted absent. <br />Councilman Weiss moved that the section of the Planning Commission recommendation with regard to pharmacy <br />be upheld and the pharmacy be denied, seconded by Councilman Spillers. After some discussion, the motion <br />was changed to uphold the Planning Commission's recommendation with the exception to the modification as <br />made in the previous motion. After discussion, the motion was withdrawn. <br />
