Councilman Spillers offered RESOLUTION 2413 AUTHORIZING ABANDONMENT OF PUBLIC UTILITY AND STORMDRAINAGE <br />EASEMENT ACROSS LOTS 1, 2, 3, and 4s BLOCK 3, FARM HILL NO. 3 and moved its adoption, seconded by Coun- <br />cilman Herkner and carried on roll call with Councilmen Stout, Weymouth and Mayor Royer being noted <br />absent. <br />Councilman Spillers moved that -item 15 be carried over in -its entirety for one week, seconded by Councilman <br />Weiss and carried. <br />LETTER STANDORD CREW ASSOCIATION REGARDING SPRING RACING SEASON AT MARINE HARBOR. The Park and Recreation <br />Commission recommended that the ramp be closed while the races are in progress on March 23rd, April <br />5th, and May 17th. Councilman Herkner moved that a minute order be sent to the Harbor Master approving <br />the Commissimn's recommendation, secanded by Councilman Spillers and carried. <br />LETTER B. E. JACKSON REQUESTING ABANDONMENT (.P' PUBLIC UTILITY EASEMENTS ON LOT 7, BLOCK 109 WESTWOOD TERRACE <br />NO. 2 (2819 Carson Street). The City Engineer recommended that Mr. Jackson be allowed to secure the <br />building permit subject to the abandonment of the easement except for the anchor easement to be retained <br />by the P. G. & E. Councilman Spillers moved approval of the City Engineer's recommendation, seconded <br />by Councilman Herkner. The City Attorney suggested that they prepare a revocable permit and retain the <br />easement. Councilman Spillers withdrew his motion and then moved that the City Attorney prepare the <br />necessary revocable permit, seconded by Councilman Herkner and carried. <br />LETTER FROM P. T. & T. COMPANY REQUESTING VARIANCE TO GAS CODE (ADDITION TO NEW BUILDING ON JEFFERSON AVENUE). <br />The City Engineer recommended that the request for permission to install the gas line alongside the <br />transformer vault outside of their property line be approved. The pipe will be buried to a depth of <br />about 20 inches below finished grade or as determined by the City Engineer. Councilman Spillers moved <br />approval of the City Engineer's recommendation subject to the City Attorney preparing a "'hold harmless" <br />agreement, seconded by Councilman Herkner and carried. <br />LETTER FROM CITY MANAGER RECOMMENDING TRANSFER Off' $3,000 FROM UNBUDGETED RESERVE TO RECREATION DEPARTMENT TO <br />COVER INCREASED ACTIVITIES AND EXPENSE. After some discussion, Councilman Herkner moved to carry this <br />on the agenda for one week. The motion was withdrawn. Councilman Weiss moved that the matter be taken <br />under advisement at a study meeting, seconded by Councilman Herkner and carried, Councilman Spillers <br />voting No. <br />�..... CLAIM, ALLEGED DAMAGES TO AUTO, $41.52, IN COLLISION WITH CITY CAR. Councilman Herkner moved that the claim <br />I be denied and referred to the insurance carrier, seconded by Councilman Weiss and carried. <br />PLANNING COMMISSION RECOMMENDED REZONING AREA BOUNDED BY NORTHUMBERLAND, EL CAMINO REAL, CHARTER AND S.P. <br />R. R. FROM U DISTRICT TO M AND C -1-H DISTRICTS. Councilman Herkner moved to set the matter for public <br />hearing on April 21st, seconded by Councilman Spillers and carried. <br />Councilman Weissmoved that the Planning Director furnish each member of the Council the reasons for <br />the recommendation. This motion lost for lack of a second. The Planning Director was directed to give <br />the necessary information to Councilman Weiss. <br />PLANNING COMMISSION RECOMMENDED DENIAL OF ROBERT H. DAVISIS PETITION TO REZONE 406 FLYNN STREET FROM R-1 TO <br />C -1—H. Councilman Spillers moved to set ,the matter for public hearing on April 28th, seconded by Coun— <br />cilman Herkner and carried., Councilman Weiss moved that the Planning Director furnish each member of <br />the Council the reasons for the Planning Commission's recommendation, seconded by Councilman Herkner <br />
