149 <br />Councilman Stout arrived at 8:35 p.m. <br />Mr. A. Mairani -stated he desired to give a five year option to the City to purchase a 7' street ease- <br />ment along the property for the sum of $5.00. Councilman Weiss moved that the public hearing be closed <br />seconded by Councilman Weymouth and carried. <br />Councilman Weiss moved s in view of the Planning Commission's action and indecisions that the Council <br />instruct the City Attorney to bring in the necessary ordinance to rezone the property to R-3 from its <br />L <br />present zonings seconded by Councilman Granger and carried. <br />PUBLIC HEARING ON PLANNING COMMISSION'S RECOMWMATION TO AMEND SECTION 21.6 CF THE ZONING ORDINANCE NO. <br />600 TO PROVIDE FOR A 5 DAY APPEAL PERIOD FROM ACTION ON USE PERMITS. The affidavit of publication was <br />POO" ordered filed. Councilman Spillers arrived at 8:45 p.m. After some discussion Councilman Weymouth <br />moved that the public hearing be closeds seconded by Councilman Spillers and carried. <br />Councilman Weymouth moved that they have the five day notice incases where the Planning Commission has <br />held a public hearing and ten day notice in cases where public hearings are not necessary and author- <br />ized the City Attorney to prepare the necessary ordinance. Councilman Stout did not feel he was ready <br />to act on this subject yet. The motion carried with Councilman Stout voting No. <br />LETTER FROM DIVISION OF SMALL CRAFT HARBOR CHIEF REGARDING AVAILABILITY OF FUNDS. Councilman Herkner stated <br />that this matter was taken up at the Marine Harbor Committee meeting and was referred to the Park and <br />Recreation Commission. Councilman Weiss moved that this letter be referred back to the Park and <br />Recreation Commission and the City Manager for a report in order that they can keep a close watch on <br />this matter. Councilman Spillers asked that they include in the motion that they ask the State for <br />further information before the bills are passed. They also inclused in the motion that the Marine <br />Harbor Committee receive a copy of the present letters seconded by Councilman Spillers and carried. <br />MARK AND RECREATION COMMISSION RECOMMENDED THAT THE CITY COUNCIL OBTAIN PLANS AND SPECIFICATIONS FOR IMPROVE - <br />VENTS OF THE YACHT HARBOR TO BE SUBMITTED TO THE SMALL CRAFT HARBOR COMMISSION. Councilman Herkner re- <br />ported that this recommendation was in line with the thinking of the Marine Harbor Committees and they <br />had so recommended to the Recreation Commission. Councilman Granger moved that this subject be referred <br />to the City Manager to confer with the City Engineer and if he can not do the work that he be allowed <br />to get outside help for preliminary layout so the Council could meet with the Park and Recreation Com- <br />mission for study., seconded by Councilman Herkner, Councilman Weiss amended the motion that in addition <br />to the information they should include that the City Manager shall develop a financial program sharing <br />the amounts required annually and where the money shall come from. The amendment lost for lack of a <br />second. The motion carried. <br />Councilman Weiss moved that the City Manager be requested to develop in time for the study meeting the <br />financial aspects of this proposal., seconded by Councilman Herkner. The motion lost on roll call with <br />Councilmen Granger., Stouts Weymouth and Mayor Royer voting No. <br />i <br />V.r Councilman Weiss moved that the Mayor the matter for a study meeting ng as soon as possible seconded <br />by Councilman Herkner and carried. <br />PARK AND RECREATION COMMISSION RECOMMENMED APPROVING THE RECOMMENDATION OF THE MARINE HARBOR COMMITTEE TO <br />PUT OUT FOR B IDS THE CONSTRUCTION OF FINGER PIERS. The City Auditor reported there were monies in <br />the Capital Projects Fund if they wanted to appropriate the money. Councilman Spillers moved approval <br />of the Park and Recreation Commission's recommendation and the City Manager be authorized to advertise <br />for bidsp seconded by Councilman Herkner. They included in the motion that the City Manager bring in <br />a report as to the funds available for this project. Mr. Jain reported that the plans and specifications <br />were not ready. Councilman Spillers withdrew his motion with the consent of the second. Councilman <br />Spillers moved to authorize the City Engineer to complete the plans and specifications and asked that <br />
