357 <br />#59-166), seconded by Councilman Herkner and carried. <br />P. C. A. LETTER CONCERNING AUDITORIUM. The Mayor read the.f ollowing letter: <br />Referring to our recent meeting, enclosed is a copy of our original proposal which was submitted <br />to your office sometime ago. <br />To bring this more up to date there is approximately 11.1.61 acres (less provision for streets) <br />available for an auditorium site and apprcximately 18.01 acres (less provision for streets and <br />Boat Harbor Facilities) available for sale. It is not possible at this time to determine the <br />amount that could be realized from the sale of the available property but a conservative esti- <br />LW would be about $3759000.00. <br />Based on the above it would appear that the Peninsula Celebration Association would be in a <br />position to have available approximately $250,000.00 cash, plus the acres necessary f or the <br />auditorium and small boat harbor facilities. <br />The other conditions of our proposal would remain the same except that if an auditorium was <br />C constructed of sufficient size so that the P. C. A. would not require any additional fac- <br />ilities, then the approximately 30 acres on the Eastside of Bayshore would be offered for <br />b" sale and the proceeds used for the Auditorium Development. <br />0 <br />PWR <br />n <br />It is necessary, to determine promptly if the City of Redwood is interested in the above as <br />any sale of the property would be subject to the site being developed along the lines sug- <br />gested by Mr. Wilkerson. <br />Councilman Rosselli moved that the City Manager be requested to determine the cast of hiring a firm to <br />investigate the size of auditorium and make feasibility study (MINUTE CRDER #59-167), seconded by <br />Councilman Spillers and carried. <br />REPORT OF LEGISLATIVE COMMITTEE CONCERAING A. B. 607, providing for compulsory collective bargaining of <br />public employees. The following report and recommendation was read by the Clerk: <br />At the last session of the State Legislature, A ssembly Bill 607 was introduced providing <br />for compulsory collective bargaining and compulsory arbitration in the field of wages, salaries, <br />hours, and working conditions of all public employees* The bill provided that whenever a <br />majority of public employees in any unit appropriate for collective bargaining indicate a de- <br />sire to be represented by a given labor organization, the employing public agency is obligated <br />to enter into a written contract with the accredited representative of the employees govern- <br />ing the conditions of employment. <br />In the event any dispute with reference to wages, sala ries, hours, or working conditions, <br />arises, which is not resolved by negotiation, either the employing agency or the labor <br />organization may submit the dispute to arbitration and the decision of the majority, of the <br />arbitration board shall be final and governing. The arbitration board is composed of two <br />representatives of the employer and two representatives of labor, with the provision,for the <br />appointment of a fifth member by agreement or through the State Department of Industrial <br />Relations. <br />At the last legislative session the bill was referred to the Assembly Interim Committee on <br />Industrial Relations and this committee will hold hearings concerning the bill in Los Angeles <br />on November 29th and 30th, and at San Francisco on November 19th and 20th. <br />The League of California Sities has indicated that they will appear at the hearing in San <br />Francisco and present a statement in opposition to such legislation. The League has also <br />indicated that they are of the opinion that other city officials might wish to make additional <br />statements. <br />After considering this bill and investigating the effects it might have upon the City of Red- <br />wood City, especially with reference to emergency service pers:nnel such as police and fire- <br />men, it is the unanimous opinion and recommendation of your Legislative Committee that the <br />Council should adopt a resolution supporting the position of the League of California Cities <br />in opposition, and forward copies of the same to the League of California Cities for use in <br />support of their presentation. <br />Councilman Weymouth moved adoption of RESOLUTION NO. 2889 ENDORSING THE POSITION OF THE LEAGUE OF CAL- <br />IFORNIA CITIES IN OPPOSITION TO A. B. 607 RELATING TO COLLECTIVE BARGAINING BY PUBLIC EMPLOYEES, seconded <br />by Councilman Granger. Councilman Fields objected to taking action at this time and wanted time to study <br />the question further. Councilman Granger withdrew his second. Councilman Rosselli seconded the motion <br />when Councilman Weymouth stated -that he had not withdrawn his motion. The motion carried with Council - <br />Fields voting no. <br />COM9MICA,TIONS: <br />Councilman Spillers moved that Councilman Granger and Rosselli be allowed to -represent the City of <br />Redwood City at the Industrial Development dinner on October 27th, seconded by Councilman Herkner and <br />carried. <br />
