The motion <br />carried unanimously on roll call. <br />After the motion was passed, Mr. Price indicated that he would give the city the $115,000 only on the <br />condition that the City will approve his subdivision map as submitted and bonds will be advertised <br />showing his parcels in the smaller sizes. This was followed by discussion after which the Council de- <br />cided they would leave the motion as made and wait one week. The Council could not and did not accept <br />Mr. Price's conditions. <br />The Mayor announced that the City has received approval of the $300,000 loan from the State for development <br />of the Yacht Harbor. Councilman Herkner complimented the staff for their work on behalf of the pro- <br />ject which received unanimous approval at the meeting. Councilman Herkner moved adoption of RESOLUTION <br />Lo NO. 2912 COMMENDING ASSEMBLYMAN CARL A BRITSCHGI, seconded by Councilman Rosselli and carried unanimously <br />on roll call. <br />SIX YEAR PLAN COMMITTEE REPCRT. Ferris Miles, Chairman, reported for the Six Year Flan Committee and read <br />the opening remarks which can be found in the Committee Report on file in the office of the City Cleik <br />under file 6. COMMITTEES - SIX YEAR PLAN REC=ENDATIONS. Mr. Miles reported that their completed <br />organization consisted of four sub -committees namely Water, Sewers and Drainage; Public Buildings and <br />Facilities; Parks and Recreation and Streets and Overpasses, each of which had a membership of ten to <br />twelve members. Mr. Miles in turn asked the four sub -committee chairman to present their respective <br />subject reports which more or less as follows: (see SIX YEAR PLAN REC011MENDATIONS for complete com- <br />mittee reports) <br />Fred C. Schmitz, Chairman sub -committee for Water, Sewer and Drainage; summary report and recommendations: <br />Under date of October 13 1959, this sub-co:rnmittee submitted its detailed report to the General Six Year <br />P1an;Committee. Listings of projects were included in the detailed report and are not repeated below. <br />An Additional item, considered after October 1, 19592 relating to possible acquisition by the City of the <br />Friendly Acres Water System, is herewith reported ons <br />WATER". <br />The Sub -committee recommends that the Water Departments Six Year Improvement Program2 including 28 items <br />of capital improvements deemed required be accepted. The total estimated cost of these improvements <br />amounted to $317,075, however, items estimated to cost about $56,700 have already beeen budgeted f or <br />construction from Water Department surplus funds. Items remaining for constrmction will cost about <br />$260,375 - <br />The Sub -committee recommends that funds required to provide the balance of the needed capital improvements <br />of the Water Department($260,375 over A five year period), be obtained through user charges. Provision <br />of the funds can be accomplished through a water rate increawe averaging approximately .02J¢.per 100 cu* fte <br />of water consumed (about 72 percent increase over current water rates), or by an average water meter service <br />charge of .35¢ per month. <br />Friendly Acres Water System <br />This area of Redwood City is serviced by a privately owned and operated Water Company. So that the Red - <br />On City Water Department will be able to service all users within the incorporated area of Redwood <br />City, acquisition of the privately owned company required consideration. <br />Appraisals bf the fair market value of the assets, including plant and facilities, or of thenet worth <br />of the privately owned Fri.endl,1- Acres Water System were not available. Therefore the rOasonableness <br />of a tentative asking price could not be determined. <br />Engineering surveys of plant and facilities improvements required in the district serviced by the <br />Friendly Acres Water System were not available.
