The Sub -committee was informed that such capital improvements would be <br />extensive. <br />In view of the lack of information and no seeming indication that the acquisition of the Friendly Acres <br />Water System is of emergency nature, the Sub -committee recommends the following: <br />1. That appraisals of the value of the existing system be made as a basis for future city acquisition <br />of the system, and <br />s <br />2. That engineeringsurveys be conducted b the Cit E <br />eY y y Engineer., to determine the extent to which the <br />Redwood City Water Department will be required to develope the system to bring it up to city stand- <br />ards, and the estimated cost of such system development, and <br />39 That the acquisition of the Friendly Acres Water System be considered on the basis of appraisals <br />and engineering studies, by the Second Six Year Plan Co;rmittee, <br />SEiIPSR: <br />� <br />The Sub -committee recommends that five projects be considered for inclusion in the first Six Year period. <br />"ad <br />The total cost of these projects amounts to an estimated $280,500. Priority project 1, is the Harbor <br />Boulevard sewer line for which the cost has been estimated at $150,000. The other projects, as outlined <br />in the Sub -committee's report of October 1, 1959, are recommended for their benefits to Public Health. <br />Additionally the Sub -committee recommends that the appropriate City Departments consider the future <br />needs of the newly annexed industrial areas. Engineering studies and cost estimate will be required <br />prior to considerationof capital construction which will be required in these areas of the City. <br />The Sub -committee recommends that funds be provided for the construction of, the five recommended pro- <br />jects by issuance of bonds. Current user charges are more than adequate for retirement of outstanding <br />bond issues according to information furnished by City Officials. Computation indicates that required <br />funds totaling $280,500 may be financed over a six year period of issue, without increasing bond re- <br />tirement charges to users. <br />FLOOD CONTROL AND DRAINAGE: <br />The Sub -Committee recommends that the flood control and drainage problems of the City be considered as <br />asingle package. Projects required within the,City, and immediate contiguous, areas for which tentative <br />cost estimates are available, number 17 projects as outlined in the October 1, 1959 report. <br />The total estimated cost, as supplied to the Sub -committee, amounts to $4,375,000. This includes cor- <br />rection of downtown drainage problems, and residential area problems, as indicated in the Adamson Report - <br />an independent engineering survey, obtained under contract by the City. <br />The Sub -committee does not intend that thepackage concept imply that the entire problem must be corrected <br />within an immediate six-year period, rather that guarantees be afforded to insure that -all areas of the <br />City will receive proper attention. <br />The Sub -committee recommends that the provisions of the San Mateo County Flood Control Act be invoked by <br />request of the City Council. Flood and drainage corrective measures will be established under such Act by <br />„drainage basins." Payment for such measures will be accomplished by establishing drainage basin assess- <br />ment district.
