Sales tax of 1% on retail sales to liquidate the above total of $4,365,000. <br />The committee recommends after due consideration, that the above projects should be financed by a bond <br />issue, to be liquidated by sales tax revenues rathter than by further additions to property taxes. In <br />any event., sales tax revenues should be the means by which capital improvements are to be paid. <br />Our,committee considers that 15% of all sales tax revenue be set aside and reserved for future capital <br />improvements other than the ones we are now recommending. There will be some important capital improve- <br />ments we cannot f orsee, that should be accomplished for the progress of Redwood City in the next ten <br />to twenty years. <br />The application of these funds (15% of sales tax revenues) should be applied at the discretion of the <br />City Council. This we recommend. - <br />We propose that the City staff work on present.estimate revisions until bond issue time. <br />Our committee will remain available to you until July 11 1960.,according to the term of our appointment., <br />for the consideration of revised estimates on the above projects, and other work assignments. <br />Councilman Granger moved adoption of RESOLUTION NO. 2913 EXPRESSING APPRECIATION TO THE SIX YEAR PLAN <br />COMMITTEE., seconded by Councilman Spillers and carried unanimously on roll call. <br />Councilman Rosselli asked the City Manager to send a copy of the resolution to every member of the <br />Six Year Plan Committee. The Mayor so ordered. <br />Councilman Granger moved that the report be accepted and made a part of the record (MINUTE ORDER #59- <br />196), seconded by Councilman Spillers and carried. (Report is on file in the office of the City Clerk <br />under file No. 6 COMMITTEES - SIX YEAR PLAN RECOMMENDATIONS.) <br />REPORT ON MUNICIPAL AUDITORIUM. Councilman Weymouth moved adoption of RESOLUTION NO. 2971.E APPROPRIATING <br />THE SUM OF $1.,200 FROM THE UNBUDGETED UNAPPROPRIATED BALANCE OF THE GENERAL FUND FOR A FEASIBILITY STUDY., <br />seconded by Councilman Fields and carried unanimously on roll call. <br />C=4UNICATIONS: <br />Jerome Co Draper., Jr., President of Draper Stores Company., extended their congratulations to Paul E. <br />Perrin, City TaxCollector., on being able to reduce the tax rate for the City of Redwood City for the <br />year 1959-60. <br />State of California., Department of Finance, regarding the Union Cemetery in Redwood City. Section 2 <br />of Chapter 1940 of the Statutes of 1959 provides as follows: <br />The Director of Finance is authorized to convey and transfer to any local governmental agency <br />or to any nonprofit association that certain parcel of real -property designated as the State <br />Burial Ground in San Mateo County and known as the Union Cemetery if such agency or association <br />will undertake to maintain in perpetuity the property for cemetery or public park purposes and <br />upon such terms and conditions as may be mutually agreed upon; provided., it shall be stipulated <br />in the grant that title to the property shall revert to the State of California should the <br />grantee at any time fail to maintain the property as a cemetery or public park. <br />Councilman Granger moved that the communication be filed (City Clerk1s file 18. PUBLIC WORKS - UNION <br />CEMETERY)$ seconded by Councilman Herkner and carried. <br />League of California Cities notice of dinner meeting on Thursday, November 19., 1959• <br />Claims 30900 through 31033, totaling $115,137.31, were ordered paid mn motion of Councilman Herkner, seconded <br />by Councilman Weymouth and carried. <br />Councilman Granger moved that the meeting be adjourned and offered a RESOLUTION IN MEMORIUM OF EMILE (MOLLY) <br />ALLAIN., seconded by Councilman Spillers and carried unanimously on roll call.
